This Safety Guide provides recommendations on meeting the requirements established in IAEA Safety Standards Series No. SSR-6 (Rev. 1), Regulations for the Safe Transport of Radioactive Material, 2018 Edition, for a radiation protection programme for the transport of radioactive material. The objectives of a radiation protection programme for the transport of radioactive material are to provide for adequate consideration of radiation protection measures in transport; to ensure that the system of radiological protection is adequately applied; to enhance a safety culture in the transport of radioactive material; and to provide practical measures to meet these objectives. The recommendations provided in this Safety Guide are applicable to the transport of radioactive material by all modes on land, water, or in the air, including transport that is incidental to the use of the radioactive material. The intended audience for this Safety Guide includes competent authorities, consignors, carriers, consignees, and operators of ports (e.g. harbours, seaports and airports). It will also be of interest to the employees of public authorities (customs authorities, harbour authorities, port authorities) concerning activities associated with the transport of radioactive material that involve radiation exposure.

This safety guide provides guidance on meeting the requirements for the establishment of radiation protection programs (RPPs) for the transport of radioactive material, to optimize radiation protection in order to meet the requirements for radiation protection that underlie the Regulations for the Safe Transport of Radioactive Material. This guide covers general aspects of meeting the requirements for radiation protection, but does not cover criticality safety or other possible hazardous properties of radioactive material. The annexes of this guide include examples of RPPs, relevant excerpts from the Transport Regulations, examples of total dose per transport index handled, a checklist for road transport, specific segregation distances and emergency instructions for vehicle operators.--Publisher's description.

This publication is the new edition of the International Basic Safety Standards. The edition is co-sponsored by seven other international organizations European Commission (EC/Euratom), FAO, ILO, OECD/NEA, PAHO, UNEP and WHO. It replaces the interim edition that was published in November 2011 and the previous edition of the International Basic Safety Standards which was published in 1996. It has been extensively revised and updated to take account of the latest finding of the United Nations Scientific Committee on the Effects of Atomic Radiation, and the latest recommendations of the International Commission on Radiological Protection. The publication details the requirements for the protection of people and the environment from harmful effects of ionizing radiation and for the safety of radiation sources. All circumstances of radiation exposure are considered.

This publication addresses the vulnerability of radioactive material during transport. Given the international concern over acts of nuclear terrorism, it is imperative to have a well defined plan for the security of sensitive materials during transport. This publication provides guidance on implementing, maintaining or enhancing a State's nuclear security regime to protect radioactive material in transport against theft, sabotage or other malicious acts. It will be of use to regulators and to operating personnel engaged in the transport of such material.

The Safe Transport of Radioactive Materials is a handbook that details the safety guidelines in transporting radioactive materials. The title covers the various regulations and policies, along with the safety measures and procedures of radioactive material transport. The text first details the 1963 version of the IAEA regulation for the safe transport of radioactive materials; the regulation covers the classification of radionuclides for transport purposes and the control of external radiation hazards during the transport of radioactive materials. The next chapter deals with concerns in the implementation of the IAEA regulations on both national and international levels. Next, the selection presents a review of transport accidents and incidents. The text also covers the liability and insurance in the transport of radioactive materials, along with the U.K. practice on insurance and indemnity during the transport of radioactive materials. The book will be of great use to individuals involved in the nuclear power industry.

The transport of radioactive material is an essential activity worldwide. To ensure the protection and safety of people, property and the environment, appropriate regulations for the safe transport of radioactive material, both at the national level and at the international level, are necessary. Competent authorities regulate the transport of radioactive material through the application of national regulations, which should be consistent with relevant international regulations. This Safety Guide provides recommendations on actions that competent authorities should take to ensure compliance with the applicable regulations for the safe transport of radioactive material.

The transport regulations, first published in 1961, establish safety standards for an acceptable level of control of the radiation, criticality and thermal hazards to persons, property and the environment associated with the transport of radioactive material. They apply to all modes of transport by land, water, or in the air, including transport that is incidental to the use of the radioactive material. This covers all operations and conditions associated with and involved in the movement of radioactive material, including the design, fabrication and maintenance of packaging; preparation, consigning, handling, loading, carriage, storage in transit and receipt at the final destination of packages. This 2005 edition of the transport regulations supersedes the 2003 edition (ISBN 9201057040).

Radiation sources used in research and education include particle accelerators, sealed radioactive sources, such as low activity check sources and high activity sealed radioactive sources in irradiators; unsealed radioactive sources that are used as tracers in field work and in laboratory work; naturally occurring radioactive material and X ray generators such as diffraction apparatus and fluorescence analyzers. This Safety Guide provides recommendations on how to meet the relevant requirements of IAEA Safety Standards Series No. GSR Part 3 in the use of radiation sources in research and education. It provides guidance on the control of occupational exposure and of public exposure, for planned exposure situations and, where appropriate, emergency exposure situations and on the safety measures specific to this practice. The recommendations in this publication are aimed primarily at operating organizations such as educational and research establishments including schools, colleges, universities and technical institutes that are authorized to use radiation sources in academic programs, as well as their employees, students, teachers and radiation protection officers. The guidance will also be of interest to individuals working for regulatory bodies and other relevant organizations involved in design, manufacture, supply and service of radiation sources and associated equipment for research and education.
