The general impression seemed to be that it was not in the line of sound public policy, and that no occasion existed for agitating a question which could not fail to be regarded in Mexico with grave suspicion and as in the nature of a menace to Mexican autonomy. It had that effect to some extent, and evoked strong condemnatory comment from the Two Republics and other papers of that country.
