The Western Balkans region has come a long way over the last two decades in achieving economic and social progress. With a population of 17.6 million, the region today boasts a combined gross domestic product (GDP) of close to EUR 100 billion, an average GDP per capita of about EUR 5 400 and a comprehensive process of integration with the European Union.
Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.
Public-Private Partnerships (PPPs) are increasingly an important vehicle for several Western Balkan countries to increase investment to reduce their infrastructure gaps. While there are benefits to well-designed and implemented PPPs, they also carry a potential for large fiscal risks and increased costs if not managed well. Countries with successful PPP programs typically benefit from a clear and well-designed PPP governance framework, which covers all stages of the PPP life cycle. Western Balkan countries need to address gaps in their PPP governance frameworks to fully reap the potential benefits from PPPs.

Developing and ‘transition’ economies face myriad challenges in their attempts to achieve and maintain political stability and foster the economic growth essential for national security, the social well-being of current citizens and sustainable environments for future generations. Governments in the Western Balkans have striven to achieve all of the above, and this volume assesses the nature of their experiences as well as the level of their success in doing so. Featuring detailed case studies of public policy reforms in the region as well as comparative analysis on a range of indicators, the book analyzes the role of key players in setting the political agenda as well as implementing policy reforms. It also distils the lessons that can be learned from the Western Balkan experience, recommending strategies for enhancing the policy making process. In addition, it examines the developmental role played by the full spectrum of policy actors, including the private sector, NGOs, special interest groupings, international financial institutions, donor nations and the EU. With so little detailed literature on public policy making in a group of nations strategically positioned between Europe, Russia and the near East, the detailed insights provided by this volume will be widely welcomed. Our book provides case studies of specific public policy reform episodes in selected Western Balkan post-conflict and transition countries. The focus of these case studies extends beyond the technical aspects and entails substantive examination of the policy actors, constituencies and politics that ultimately shape the policy that emerges from the policy making process. This analysis draws lessons for strengthening the quality of policies, the transparency, consistency, and governance of the policy making process and ultimately for contributing to economic and social development of the region.
This Selected Issues paper on Kosovo discusses various challenges and opportunities in the public infrastructure domain. Given the very low initial stocks, largely due to the sharp depletion of capital stock during the conflicts in the 1990s, higher investment rates are needed. The resources available from international development partners, including the European Union (EU), the European Investment Bank and the European Bank for Reconstruction and Development, are a unique opportunity to leverage and accelerate the implementation of priority projects. Strengthening Kosovo’s investment framework is key to achieving this objective. Kosovo faces significant public infrastructure gaps, which constrain private sector development. Scaling-up public investment will raise gross domestic product growth potential and accelerate income convergence toward the EU average level. The priority project list has helped the authorities to prioritize plans and facilitate the discussions and negotiations with donors and International Financial Institutions (IFI). However, implementation so far has been modest, despite the new investment clause of the fiscal rule exempting IFI-financed projects from the deficit ceiling.
Conflicts involve powerful experiences. The residue of these experiences is captured by the concept and language of emotion. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.
