Project Skywater is a comprehensive research program designed to develop additional water supplies by cloud seeding techniques. About 70 percent of the program is conducted through contracts with universities, private firms, and local, state, and Federal agencies. The various Skywater projects produce large quantities of data. Data sources include radar, satellite, rawinsondes, precipitation gages, cloud physics aircraft, and automated weather stations. Since 1975, thousands of computer tapes have been used to record data. This paper describes the history, objectives, philiosophy, activities, and responsibilities of data management in support of Project Skywater.
