Normal schools are not now standardized, varying widely in organization, admission requirements, courses of study, and modes of instruction; and have never been a part of the system of higher education in this country. This monograph merely outlines the problem of standardization of State normal schools, and aims to demonstrate the necessity of a broader investigation. The bulletin is restricted to a study of State normal schools, eliminating a consideration of the work of closely related institutions, such as city training schools, county normal schools, and teachers' training courses in high schools. Working within a critical theorist framework, this dissertation examines the U.S. historic promotion of hegemony and silencing of the masses via U.S. public education curriculum standardization practices, policies, and procedures. Starting in the mid-1800s and working towards today's trends, this research moves both chronologically and comparatively through U.S. public education practices in order to best situate the current Common Core State Standards within the U.S. social-historical framework. It looks to conversations existing during the U.S. public education ideological battle of the late 1800s and questions why such debates and discussions are left out of today's U.S. public education conversation. It looks to historical moments like the introduction of eugenics and Taylorism and asks to what extent these topics remain significant in today's U.S. public standardized curriculum, and then it also ponders why uniformity has remained a constant for so long. What is more, this work looks to the civil rights claims made in defense of today's Common Core State Standards and asks in which ways curriculum uniformity and standardization can exist to serve the unique needs of a diverse population. After studying and questioning the history behind U.S. public education and curriculum standardization, this dissertation looks to an urban district in Massachusetts in order to examine the face of social inequality fostered by such curriculum standardization and then expose the silences created and the stripping of humanity that occurs as a result of class based concerns. Finally, based upon the results of this study, this work concludes by recognizing those voices that have been silenced by U.S. public education standardization and class demeaning practices. It uncovers issues concerning race, poverty, and social reproduction in order to give credence to issues that have otherwise been ignored in the false and inaccurate claiming of U.S. civil rights.
