Nevertheless, minimum price controls were applied to codes covering a substantial and representative section of American Industry. This study is concerned with an appraisal of the extent to which these devices succeeded in solving the immediate problems at which they were directed. Although the wide social mid economic implications of any such interference with the price mechanism are of extreme importance, such considerations have been excluded as being beyond the scope of this study. Because of the limitations of time and personnel, the investigation was confined to twenty eight industries in which minimum price regulation was attempted industries selected as representative of various parts of the industrial structure, of the economic problems encountered, and of the types of minimum price devices. Excerpt from Information Concerning Commodities: A Study in Nra and Related Experience in Control; Part B: Standards and Labeling Provisions dealing with standards in some form were included in a; proximately one third of all basic and supplemental nra codes approved. More than one-half of these were merely enabling provisions. Others simply recognized standards which were already in existence; some rere adopted for the purpose of effectuating price filing provisions; and still others were little more than references to the subject. The total number of standards provisions, therefore, is to be taken rather as an indication of the extent of interest in the subject, than as a measure of the degree to which standards work was actually undertaken under the codes. There was never any general policy on the part of nba to encourage or require the inclusion of standards and labeling provisions in the codes, or to insist upon action by the industries pursuant to enabling provisions. The initiative in these matters was left, except in a few special instances, with the industries presenting the codes or with the consumer interests affected, either dealing directly or through the representation of the Consumers' Advisory Board.
