In the 1960s, policymakers and mental health experts joined forces to participate in President Lyndon Johnson's War on Poverty. In her insightful interdisciplinary history, physician and historian Mical Raz examines the interplay between psychiatric theory and social policy throughout that decade, ending with President Richard Nixon's 1971 veto of a bill that would have provided universal day care. She shows that this cooperation between mental health professionals and policymakers was based on an understanding of what poor men, women, and children lacked. This perception was rooted in psychiatric theories of deprivation focused on two overlapping sections of American society: the poor had less, and African Americans, disproportionately represented among America's poor, were seen as having practically nothing. Raz analyzes the political and cultural context that led child mental health experts, educators, and policymakers to embrace this deprivation-based theory and its translation into liberal social policy. Deprivation theory, she shows, continues to haunt social policy today, profoundly shaping how both health professionals and educators view children from low-income and culturally and linguistically diverse homes.

Alice O'Connor chronicles a transformation in the study of poverty, from a reform-minded inquiry into the political economy of industrial capitalism to a detached, highly technical analysis of the demographic and behavioral characteristics of the poor. Along the way, she uncovers the origins of several controversial concepts, including the "culture of poverty" and the "underclass." She shows how such notions emerged not only from trends within the social sciences, but from the central preoccupations of twentieth-century American liberalism: economic growth, the Cold War against communism, the changing fortunes of the welfare state, and the enduring racial divide. The book details important changes in the politics and organization as well as the substance of poverty knowledge. Tracing the genesis of a still-thriving poverty research industry from its roots in the War on Poverty, it demonstrates how research agendas were subsequently influenced by an emerging obsession with welfare reform. Over the course of the twentieth century, O'Connor shows, the study of poverty became more about altering individual behavior and less about addressing structural inequality. The consequences of this steady narrowing of focus came to the fore in the 1990s, when the nation's leading poverty experts helped to end "welfare as we know it." O'Connor shows just how far they had traveled from their field's original aims.

A Roadmap to Reducing Child Poverty reviews the research on linkages between child poverty and child well-being, and analyzes the poverty-reducing effects of major assistance programs directed at children and families. This report also provides policy and program recommendations for reducing the number of children living in poverty in the United States by half within 10 years.

There was much more to the Sixties than flower power and LSD, and the entries in this encyclopedia were compiled with an eye to providing a balanced view of the decade. Thus, unlike works that emphasize only the radical and revolutionary aspects of the period to the exclusion of everything else, these volumes include the political and cultural Right, taking a more academic than nostalgic approach and helping to fill a gap in the popular understanding of the era.
Stock market euphoria and blind faith in the post cold war economy have driven the topic of poverty from popular and scholarly discussion in the United States.
