This document has been assembled to assist coordinators and training personnel in universities, colleges and training institutions to prepare requests for POST course certification and the presentation of training courses, and to establish procedures for local law enforcement agencies in claiming POST reimbursement for costs of training police personnel.
The goal of instructor certification is to recognize achievement of education, training, and experience by an instructor with a demonstrated level of competence. The benefits of instructor certification include increased professionalism, verification of established competencies, and improved quality and effectiveness of training. Instructors who teach in a Basic Academy and participate in the program will be recognized for their achievement with the issuance of a POST Basic Course Instructor certificate, in conjunction with the local training provider. The program guidelines and curriculum were developed by training directors, presenters, and subject matter experts from basic academies statewide. The course was pilot tested at six locations. It is expected that eventually the program will be available to be offered by all Basic Course presenters. It is also anticipated that there will be on-going refinements and adjustments in the program as a result of presenters' time.
Since the 1981 experimental efforts of broadcasting telecourses, several additional instructional television programs have been conducted. Through these guidelines, it is hoped that other course presenters interested in utilizing the California State University, Chico campus, Instructional Television Fixed Service capabilities, can benefit from the knowledge and experiences we have all gained through the telecourses.
Audiovisual materials represent a powerful tool in law enforcement education, and the California Commission on Peace Officer Standards and Training (POST) has devised guidelines to help instructors select high-quality materials that will lead students to correct action. The guidelines stipulate that audiovisual materials should lead students to react appropriately to job situations; be compatible with existing laws, ethics, and procedures; be free of bias; be free of offensive language and inappropriate humor; be relevant to the subject being taught; be appropriate for the intended audience; and reflect the perspective of law enforcement management and subject matter experts. The POST Commission is confident that using its guidelines to review audiovisual materials prior to classroom presentation will have a positive impact, improve training, and reduce possible future civil liability. Appendixes contain supplemental information on POST-certified courses and an audiovisual materials review checklist.
