Through is recommendations, the National Advisory Council on Aging (NACA) aims to achieve a more appropriate utilization of health care technology to produce optimum health outcomes, especially for seniors, and to control health care costs. The first section of this report examines the use of assistive technologies to support seniors with disabilities. In Sections 2, 3 and 4, issues related to the assessment, adoption and utilization of technologies in the health care system are reviewed, especially as they affect seniors. Finally, Section 5 considers the computerization of health service delivery as a means to improve the quality of health care for seniors, and indeed, for the entire Canadian population.

The Honourable Minister of Health requested advice on how to establish principles to assist in distinguishing essential from non-essential health care services. Representatives from national and provincial seniors' organizations and from provincial councils attended a one-day workshop organized by the Council to present their views on the principles that should underlie priority-setting in health care. Because seniors remember Canada prior to the development of its public health system, they have an important and unique role to play in any discussions regarding health care reform. NACA's position on determining health care priorities is informed by the views that seniors expressed at the workshop; throughout this report, views expressed at the workshop are quoted to highlight major points. As well, this report benefited substantially from the analyses of health economists and ethicists.

This report presents the six main categories of life-course events and experiences that have the greatest impact on women's senior years. It first looks at the effect of these experiences on women who were born during the first quarter of this century. Based on information about how these experiences are changing, the report then speculates on how the situation of future cohorts of senior women may differ. These experiences include family life, health, living arrangements, education, employment and economic security. The report also includes a subjective dimension illustrating how women see the impact of experiences on their lives, thanks to the informal consultations carried out by Council members. This report examines a threat to both the overall cost & the fairness of health care in Canada: the highly variable & growing personal expenditures across the country for services not insured by the Canada Health Act.
