The importance of ports is undeniable in the trade industry. The ports play a pivotal role in facilitating economic activities, especially in imports and exports. However, this year has been afflicted by the COVID-19 pandemic which caused a global economic downturn, and the port sector was not spared. MIMA with the support from the Ministry of Transport Malaysia, Port Klang Authority, Johor Port Authority, Kuantan Port Authority, and Kuantan Port Consortium organised a Webinar on Port Governance and Management: Post-Pandemic Recovery on the 30th of November 2020. The relationship between ports and governments has changed profoundly over the past quarter of a century. Many governments have sought to extract themselves from the business of port operations and, in many cases, the provision of port services has devolved to local governments, communities or private management and administration. As such devolution implies a change in governance model, this trend raises questions about consequent performance. This issue examines the changed port management environment, focusing particularly on government policies such as devolution, regulatory reform and newly imposed governance models, all of which have exerted a significant influence over the nature of that changed environment. The issue is structured so as to first explore the devolution and port reform approaches for 14 countries or regions, before examining how ports are governed and what the choice of governance might mean for their performance. Part I introduces the issue, and provides a framework for defining the basic concepts involved in devolution; it paints a picture of the current port environment, its likely future evolution and the expected impact this will have on the functioning of ports. Part II examines the port industry in 14 countries or administrations, and presents the thinking behind any devolution programs that have been implemented. Part III focuses on port governance and devolution generally, and examines governance from both strategic management and economics perspectives, including topics such as governance models, supranational governance and stakeholder conflict. Part IV examines the measurement of port performance and closes by providing conclusions and a future research agenda. This book attempted to analyze the issues raised by the chronicity of the Covid pandemic and its governance. The author analyses, the information resources mobilized to combat the pandemic in industrialized countries and pays particular attention to the operational mechanism. The analysis sought to clarify the modalities of operation of the crisis system managing, while at the same time looking at the decision-making mechanisms. The main lines of analysis retained are: the piloting and management of the crisis, the markets for ordering protective equipment and vaccine, the hospital organization and the prevention campaign, the cost and the methods of financing. Finally, the author, whether it might therefore, not be appropriate to rethink the organization of the pandemic's governance? The health crisis governing should not be opened up more and deal with societal challenges? This organization is too complex and suffer both from a certain heaviness and from a lack of resources, which is detrimental to it proper functioning. It should first and foremost be open to people in the field whose absence, weighs heavily on the organization of the response to the pandemic. It should also be open to other specialties, even if they seem far removed from public health and medicine, if they are useful to the Government in guiding its action.
