Increasing irrigation efficiency has been high on the political agenda in Spain for many years. However, the overarching aim to reduce agricultural water consumption has not been met so far. To explore this phenomenon, Nora Schütze investigates processes of coordination between the water and agricultural sector in three Spanish river basins in the context of the EU Water Framework Directive implementation. From the perspective of polycentric governance, she identifies multiple mechanisms which illustrate how and why actors interact in certain ways, and thus shows why environmental aims of the Water Framework Directive remain unachieved.

In the contemporary world, nearly all governance situations are polycentric, but people are not necessarily used to thinking this way. Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
This book investigates how actors organize in order to solve a water quality problem. Research on the use of environmental resources has mainly focused on the circumstances needed for users to self-organize or to maintain an already sustainable way of resource use. Few studies have investigated the reasons why actors start to cooperate when they are faced with an environmental problem. Actor networks in three regions of the Rhine catchment area are scrutinized regarding a) actors’ cooperation pattern when managing an environmental problem; and b) the factors that trigger actors in a common-pool resource situation to initiate cooperation. Water quality policy is analysed in two European countries – Germany and Luxembourg – and one non-European country - Switzerland –, providing an overview of the distinctive measures applied in these regions aiming to tackle the water quality problem of micro-pollutants in river surface water. Applying the social-ecological system framework (SESF) devised by E. Ostrom and her colleagues and Social Network Analysis (SNA), the current book combines qualitative and quantitative methods to answer the question of why actors cooperate in the management process of an environmental problem like water pollution.

How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of 'polycentrism', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today's world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.
