This book is about the smallest unit of public policy: the government transaction. Government transactionsrequesting a birth certificate, registering a property, or opening a business, for exampleare the way that citizens and companies connect with the government. Efficient transactions enhance the business climate, citizen perception of government, and access to crucial public programs and services. In Latin America and the Caribbean, however, government transactions are often headaches. Public institutions rarely coordinate with each other, still rely on paper, and are more concerned about fulfilling bureaucratic requirements than meeting citizens needs. Wait No More empirically confirms a reality known anecdotally but previously unquantified and offers a path to escape the bureaucratic maze.
"Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."
The North American Mosaic has four overarching features. First, it is, to the extent feasible, based on comparable information on the status and trends of major indicators of the state of the environment in Canada,Mexico, and the United States. Second, the report confirms that these three countries together make up an incredibly complex, dynamic, and interconnected ecosystem in which humans play a dominant and decisive role. Third, the report raises important and sometimes disquieting questions concerning the sustainability of some current trends. Finally, the report is a reminder that our economic, social, and physical well-being are utterly dependent on the life-sustaining services provided by nature. This report emphasizes the importance of developing mutually compatible economic, social, and environmental goals and policies across the three-country region.

Abstract: The author studies the persistence of inequality and inefficient governance in a physical capital accumulation model with perfect information, missing credit markets, and endogenous barriers to entry. When access to investment opportunities is regulated, rent-seeking entrepreneurs form coalitions of potentially varying size to bribe a regulator to restrict entry. Small coalitions run short of resources, while large coalitions suffer more severe free-rider problems. The distribution of wealth thus determines the equilibrium coalition structure of the economy and consequently the level of regulatory capture. A dynamic analysis supports the persistence of inefficiencies in the long run. Initial conditions determine whether the economy converges to a steady state characterized by efficient governance and low levels of inequality, or a path toward an institutional trap where regulatory capture and wealth inequality reinforce each other. The understanding that some pesticides are more hazardous than others is well established. Recognition of this is reflected by the World Health Organization (WHO) Recommended Classification of Pesticides by Hazard, which was first published in 1975. The document classifies pesticides in one of five hazard classes according to their acute toxicity. In 2002, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) was introduced, which in addition to acute toxicity also provides classification of chemicals according to their chronic health hazards and environmental hazards.
