Previously published as a special issue of Mediterranean Politics, this collection critically analyzes the dynamics and complexities of the wider Euro-Mediterranean area on the basis of individual theory-informed designs and conceptual frameworks. Since the predominant focus has been on the first (political and security partnership) and the second baskets (economic and financial partnership) of the Barcelona Process, our contributors analyze social and cultural issues (the third basket of the Euro-Mediterranean Partnership), drawing upon linkages between concepts, structures and policy outcomes. Some articles focus on the impact of the EU's actor capability in the area of EU policies towards the South in enhancing interregional dialogue, understanding and cultural cooperation. Others focus on a critical discourse analysis of dialogue, identity, power, human rights and civil society (including Western and non-Western conceptions). Finally, the volume culminates with a discussion on cultural democracy in Euro-Mediterranean relations.
The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.
The European Union and the Arab Spring: Promoting Democracy and Human Rights in the Middle East, edited by Joel Peters, analyzes the response of the European Union to recent uprisings in the Middle East. The past year has witnessed a wave of popular uprisings across North Africa and the Middle East which the Western media dubbed “the Arab Spring.” Demanding greater freedoms, political reform, and human rights, the protesters swept away many of the region’s authoritarian autocratic regimes. The events of the Arab Spring have been truly historic. They led to profound changes in the domestic order of Middle Eastern states and societies and impacted the international politics of the region. Additionally, these events necessitate a comprehensive reappraisal by the United States and most notably by the EU in their relations with the states and peoples of the region. This timely collection brings together nine leading authorities on European foreign policy and the Middle East, and investigates three central questions: What role did the European Union play in promoting democracy and human rights in the countries of North Africa and the Middle East? The European Union in Africa: Incoherent policies, asymmetrical partnership, declining relevance? provides a comprehensive analysis of EU-Africa relations since the beginning of the twenty-first century and includes contributions from leading experts in the field of EU external relations. It seeks to explain how the relationship evolved through discussion of a number of different policies and agreements, ranging from established areas such as aid, agriculture, trade and security, to new areas such as migration, climate change, energy and social policies. This book successfully challenges a number of widely-held assumptions on the role of the EU in Africa, and at the same time sheds light on the role and identity of the EU in the international arena. It will be of great interest to students and scholars in the field of EU external relations as well as practitioners of international development.

This is exactly what makes EFSI so ground-breaking: responding to the needs of the market through continuous financial innovation. The principle of the European Fund for Strategic Investments is here to stay. It has paved the way for its successor, the InvestEU programme, which is to be deployed under the 2021-2027 multiannual financial framework. This publication details why the programme was such a success.
The year 2017 has been an uneasy one for the EU, with so-called Brexit on the horizon and the rise of populist euroskepticism in a number of Member States. This year, with the tenth anniversary of the Romanian and Bulgarian accession to the Union, is a good year to pause and reflect over the life and future of the Union. In this work, we envision the next decade with Europe 2020 strategy and review the fruits of the 2004 accession in Central and Eastern Europe. What has the Union achieved? Which policy areas are likely to change and how? How successful, and by what measure, has the accession of the 10 Member States in 2004 been? Reviewing European Union Accession addresses a wide range of issues, deliberately without any thematic constraints, in order to explore EU enlargement from a variety of perspectives, both scientific and geographical, internal and external. In contrast to the major works in this field, we highlight the interrelated, and often unexpected, nature of the integration process – hence the subtitle, unexpected results, spillover effects and externalities.
This book examines EU Eastern Partnership taking into account geopolitical challenges of EU integration. It highlights reasons for limited success, such as systematic conflict of EU External Action. In addition, the book analyses country-specific issues and discusses EaP influence on them, investigating political, economic and social factors, while seeking for potential solutions to existing problems. The reluctance of the Eastern countries to the European reforms should not reduce political pro-activeness of the EU. The authors suggest that EaP strategies should be reviewed to be more reciprocal and not based solely on the EU-laden agenda. This book is one of the good examples of cooperation between scholars not only from EaP and EU countries, but also from different disciplines, bringing diversity to the discussion process.
