This book proposes a comprehensive conceptualization of policy integration and negotiates pertinent theoretical, methodological and applied issues from the perspective of selected EU policies - rural development, regional development, transport, social, economic, environmental, water resources, and biodiversity policy.
The aim of this book is to encourage integration of the natural and social sciences with the policy and design-making community, and thereby develop a deeper understanding of complex environmental problems. Its fundamental themes are:• integrated modeling and assessment • complex, adaptive, hierarchical systems • ecosystem services • science and decision-making • ecosystem health and human health • quality of life and the distribution of wealth and resources.This book will act as a state of the art assessment of integrated environmental science and its relation to real world problem solving. It deals both with the state of the science and the level of consensus among scientists on key environmental issues. The concepts underlying this book were developed at the 2nd EcoSummit workshop held in Halifax, Nova Scotia, June, 2000, with active participation from all delegates, and attempts to present their collective view.

Climate change is a cross-cutting, long-term, global problem that presents policymakers with many challenges in their efforts to respond to the issue. Integrating climate policy objectives into the elaboration and agreement of policy measures in other sectors represents one promising method for ensuring coherent policies that respond adequately to the climate change challenge. This book explores the integration of long-term climate policy objectives into EU energy policy. It engages in-depth empirical analysis on the integration of climate policy objectives into renewable energy policy; energy performance of buildings; and policies in support of natural gas importing infrastructure. The book describes insufficient levels of climate policy integration across these areas to achieve the long-term policy goals. A conceptual framework to find reasons for insufficient integration levels is developed and applied. This book is a valuable resource for students, researchers, academics and policymakers interested in environmental, climate change and energy policy development in the EU, particularly from the perspective of long-term policy challenges. Integrating environmental policies into the policies of all other sectors is the core European environmental policy. But there has been no thorough investigation of the political process involved. This volume provides the first. It analyses the process of policy integration - the greening of public policy - across the relevant sectors and countries. It finds significant variation from sector to sector and from country to country, and analyses the reasons for this. (Surprisingly the UK, traditionally the 'dirty man' of Europe is far more actively engaged than environmental 'progressives' such as Germany.) It identifies the obstacles to integration and offers solutions for policy formulation, decision making and implementation at the relevant political levels.

A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.
Natural hazard events are able to significantly affect the natural and artificial environment. In this context, changes in landforms due to natural disasters have the potential to affect and, in some cases, even restrict human interaction with the ecosystem. In order to minimize fatalities and reduce the economic impact that accompanies their occurrence, proper planning is crucial. Land use planning can play an important role in reducing current and future risks related to natural hazards. Land use changes can lead to natural hazards and vice versa: natural hazards affect land uses. Therefore, planners may take into account areas that are susceptible to natural hazards when selecting favorable locations for land use development. Appropriate land use planning can lead to the determination of safe and non-safe areas for urban activities. This Special Issue focuses on land use planning for natural hazards. In this context, various types of natural hazards, such as land degradation and desertification, coastal hazard, floods, and landslides, as well as their interactions with human activities, are presented.

The book examines the integration of environmental protection requirements into EU external relations focusing on unilateral, bilateral and inter-regional instruments, which have been less explored than the multilateral dimension of EU environmental policy. The book also explores for the first time the complex interplay and mutual influences between EU environmental integration initiatives and environmental multilateralism. On the one hand it identifies the legal and other instruments used by the EU to support the implementation of multilateral environmental agreements in third countries (particularly developing ones). On the other hand, it singles out the legal and other tools employed by the EU as a means to build partnerships with third countries in order to influence ongoing multilateral negotiations concerning the environment and sustainable development, or to contribute to the development of new international environmental norms in the absence of such multilateral negotiations. Ultimately, the book traces the significant evolution of the various tools deployed by the EU to integrate environmental concerns in its external relations, with a view to identifying emerging challenges and future directions.
