Over the past decades, governments have gradually adopted more rigorous environmental policies to tackle challenges associated with pressing environmental issues, such as climate change. The ambition of these policies is, however, often tempered by their perceived negative effects on the economy.
This book builds upon existing literature to simultaneously examine disparities in the distribution of environmental impacts of environmental policy and in the distribution of financial effects among households.
The existence of environmental dilemmas and political conflicts leads us to appreciate the need for individuals and groups to behave strategically in order to achieve their goals and maintain their wellbeing. Global issues such as climate change, resource depletion, and pollution, as well as revolts and protests against corporations, regimes, and other central authorities, are the result of increased levels of externalities among individuals and nations. These all require policy intervention at international and global levels. This book includes chapters by experts proposing game theoretical solutions and applying experimental design to a variety of social issues related to global and international conflicts over natural resources and the environment. The focus of the book is on applications that have policy implications, relevance and, consequently, could lead to the establishment of policy dialogue. The chapters in the book address issues that are global in nature, such as international environmental agreements over climate change, international water management, common pool resources, public goods, international fisheries, international trade, and collective action, protest, and revolt. The book’s main objective is to illustrate the usefulness of game theory and experimental economics in policy making at multiple levels and for various aspects related to global and international issues. The subject area of this book is already widely taught and researched, but it continues to gain popularity, given growing recognition that the environment and natural resources have become more strategic in human behavior.
While plastics are extremely useful materials for modern society, plastics production and waste generation continue to increase with worsening environmental impacts despite international, national and local policy responses, as well as industry commitments. The first of two reports, this Outlook intends to inform and support policy efforts to combat plastic leakage.
The United States is among the wealthiest nations in the world, but it is far from the healthiest. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

Severin Borenstein and James Bushnell examine the efficiency of pricing for electricity, natural gas, and gasoline. James Archsmith, Erich Muehlegger, and David Rapson provide a prospective analysis of future pathways for electric vehicle adoption. Kenneth Gillingham considers the consequences of such pathways for the design of fuel vehicle economy standards. Frank Wolak investigates the long-term resource adequacy in wholesale electricity markets with significant intermittent renewables. Finally, Barbara Annicchiarico, Stefano Carattini, Carolyn Fischer, and Garth Heutel review the state of research on the interactions between business cycles and environmental policy.

Adele Morris, Noah Kaufman, and Siddhi Doshi shine a light on how expected trends in the coal industry will create significant challenges for the local public finance of coal-reliant communities. Joseph Aldy and his collaborators analyze the treatment of co-benefits in benefit-cost analyses of federal clean air regulations. Tatyana Deryugina and her co-authors report on the geographic and socioeconomic heterogeneity in the benefits of reducing particulate matter air pollution. Finally, Oliver Browne, Ludovica Gazze, and Michael Greenstone use detailed data on residential water consumption to evaluate the relative impacts of conservation policies based on prices, restrictions, and public persuasion.

The expert contributors illustrate that regulating the environment in the UK is conceptually complex, involves a diverse range of institutions, techniques and methodologies and crosses geographical and national boundaries. In the USA it is more formalised, juridical, adversarial and formally dependent upon legal rules. The articles highlight the fact that despite differences in the UK and the USA's regulatory styles, environmental regulation today has much in common with both traditions.
A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.
