This paper outlines the key features of the production version of the quarterly projection model (QPM), which is a forward-looking open-economy gap model, calibrated to represent the Indian case, for generating forecasts and risk assessment as well as conducting policy analysis. QPM incorporates several India-specific features like the importance of the agricultural sector and food prices in the inflation process; features of monetary policy transmission and implications of an endogenous credibility process for monetary policy formulation. The paper also describes key properties and historical decompositions of some important macroeconomic variables.
This country policy profile on education in the Czech Republic is part of the Education Policy Outlook series. Over the past thirty years, the Czech public administration has been the subject of research rooted in law, economics, and history. However, only minimal attention has been paid to what Czech public officials actually do on the job (policy work) and the extent of politically motivated interference in their work (politicisation). This book aims to fill this gap by presenting the evidence derived from a large-N survey of the Czech ministries, the first of its kind in the country. The findings presented in the book offer new insights into the activities within the “ivory towers” of the Czech ministries and defy popular notions of an appallingly politicised bureaucracy.
Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. This report provides an assessment of the policies devoted to supporting small and medium enterprises (SMEs) in the Czech Republic. It presents an original analysis of all national-level SME-related policy instruments, totaling 93 instruments operational from 2013 to 2017 and disbursing 108.5 billion CZK (4.71 billion USD), using an analytical framework that compares the SME policy mix to the country needs (see Annex 1 for framework and methodology). The analysis integrates three interrelated segments: 1) A country needs assessment to determine the national needs for SME policies. The needs assessment included a macro-level analysis of the Czech Republic's performance in productivity and trade; an analysis of national- and firm-level innovation performance; a firm-level analysis of productivity across firm sizes, sectors, and regions (leveraging original data from the Czech statistics office); and an analysis of market and institutional conditions that influence resource allocation and firm productivity. 2) A policy mix analysis to determine if the Czech Republic's SME policy mix matches the needs identified in the country needs assessment. The policy mix analysis included a review of relevant SME policy stakeholders, institutions, and governance; a review of national-level strategies; identification of the characteristics of SME policies instruments (administering agency, mechanism of support, beneficiaries, etc).; and a cluster analysis to evaluate the internal consistency of the policy mix and identify overlaps. 3) Recommended areas for policy action were developed using the needs assessment and policy mix analysis to improve the effectiveness of the policy mix and the business environment.

The book focuses on the description and analysis of the historical formation of the Czechoslovak and Czech positions in the international system during the course of the 20th century. The first part of the book presents a brief outline of the history of Czechoslovak foreign policy between the First World War and the end of the Cold War. The authors focus on the key periods and turning points in the role of the small Central European state in the international system as well as on the significant actors formulating Czechoslovak foreign policy from the inside and influencing it from the outside. The second, analytical part of the book focuses on the key issues connected to the change of the position of Czechoslovakia and the Czech Republic after 1993 in world politics, and on the formulation of Czech foreign policy priorities and strategies in the globalized world after the end of bipolar confrontation. The authors analytically investigate the activities of the Czech Republic in (Central) European regional integration processes and the integration of the state in the global system of development cooperation. A great deal of attention is paid to the key political actors of the Czech foreign policy discussion and their impact on the formulation of foreign policy goals.
