This book takes stock of current thinking and practice around performance-based funding of public research in tertiary education institutions, as a tool to help governments meet their research goals.
The Philippine infrastructure gap is prominent at the local government level. This study looks at past experiences of public-private partnership (PPP) projects of local government units (LGUs) in the Philippines. It reviews international experiences of PPPs at the local level and draws lessons from the successful revival of the Philippine PPP program at the central government level. The study then suggests ways forward to help LGUs prepare bankable PPPs, ensure efficient project procurement, enhance financial viability of PPPs, and strengthen LGUs' PPP legal and institutional frameworks to enable leveraging more private investment in local economic and social infrastructure.
Performance-based funding is a resource distribution strategy used in education to reward service providers for the outcomes they achieve. Institutions that produce above-average results earn additional financing, while those that fall short may face funding reductions and may be targeted for technical assistance to address their performance shortcomings. Efforts to introduce performance-based funding in education frequently encounter resistance from program administrators and their staff, who, among other objections, fear the application of competitive funding may unfairly penalize programs serving low-performing students. This paper describes how performance-based funding systems can be incorporated into state education resource distribution formulas to incentivize improvements in educational services, and presents a seven-step process that RTI has developed to build stakeholder support for system adoption. It draws on RTI’s years of experience working with state education administrators to create funding formulas that allocate federal and state funds—equitably and objectively—to the most effective service providers.
This synthesis will be of interest to transit practitioners and transportation professionals, including technical and research staff, as well as those working with them, with regard to the use of performance measures for the allocation of financial assistance to local transit agencies. The synthesis explores current perspectives, practices, and experiences. It focuses primarily on the extent to which traditional measures of transit performance such as internal measures of economic efficiency, service effectiveness, and productivity are used in allocating funds to transit. The report summarizes the experiences of a variety of transit agencies. In addition, it sought to capture key perspectives of transit and transportation professionals on the relationship between system performance and funding decisions and to identify barriers to more extensive use of performance measures in the allocation of funds for public transportation.
Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. The Nigeria Urbanization Review serves the critical and timely purpose of understanding the challenges and opportunities of urbanization in Nigeria. The country’s rapid urban population growth and expansion is examined in relation to the account of its recent urban economic growth in order to seek for ways to finance urban development, particularly the provision of urban public goods and services. The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. Finally, Chapter 4 deals with the financing of urban development, particularly the provision of urban public goods and services, which is in need of both substantial finance and institutional and systemic improvements and reform.
