This book explores the relationship between the personality of political leaders, its interaction with top leadership positions and its impact on the respective parties' electoral performance and organization. It focuses on the less-investigated region of Eastern Europe and includes chapters on Bosnia-Herzegovina, Bulgaria, Croatia, Czech Republic, Georgia, Hungary, Poland, Montenegro, Romania, Serbia and Slovakia. Each chapter compares and contrasts two party leaders with at least two terms in office between 1991 and 2019. The book applies systematically a common theoretical and methodological framework across leaders and countries, thus providing rich empirical evidence.
Often neglected in the study of far right organisations, post-communist Europe recently witnessed the rise and fall of a number of populist radical right parties. The Populist Radical Right in Central and Eastern Europe is the first comparative study to focus on the ideology, impact, and electoral performance of this party family in the region. The book advances a series of arguments concerning the context and text of these parties, and systematically analyses the supply-side and demand-side of populist radical right politics. Whilst populist radical right parties in Central and Eastern Europe maintain broad similarities with their West European counterparts, they come across as a distinct phenomenon worthy of study in their own right. Parties like Ataka (Bulgaria), Jobbik (Hungary), and the SNS (Slovakia) resort to historical legacies and contextual idiosyncrasies to frame their ideology; interact with other parties over a number of policy areas; and ultimately compete for public office on the basis of their nativist agenda. The book provides a novel framework for the analysis of different aspects of populist radical right politics, notably enhancing the understanding of this phenomenon by means of primary data such as personal interviews with party leaders and original expert surveys. Fifteen eminent social scientists from North America and Eastern Europe met under the auspices of Northwestern University's Comparative Politics Program to discuss the significance and characteristics of changes in political leadership in Eastern Europe and the Soviet Union since World War II. The presentations at the conference were edited and re-written following the discussion. Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands.
