The Greater Mekong Subregion Cross-Border Transport Facilitation Agreement (GMS CBTA) Instruments and Drafting History is a compendium of agreements, instruments of accessions, and memoranda of understanding forged between the GMS countries and compiles in one publication all the documents that form the CBTA instrument. It reflects previous policy dialogues, including outcomes of negotiations between various government agencies from the GMS countries since the inception of the CBTA. This publication aims to strengthen stakeholders' understanding of the technical aspects of the CBTA as well as to draw attention to the crucial issues on transport and trade facilitation.
The water resources of the Mekong river catchment area, from China, through Thailand, Cambodia and Laos to Vietnam, are increasingly contested. Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.
Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.
This report assesses the experiences of forest rehabilitation in Vietnam and draws strategic lessons from these experiences to guide new forest rehabilitation projects. The report highlights lessons from Vietnam's experiences that will be helpful beyond the country border. This report has the following structure: the remainder of chpater one provides the conceptual clarification and theoritical underpinnings for the study and introduces the methodology. Chapter two provides background information and context for the outcomes of forest rehabilitation in Vietnam, including basic information on Vietnam, its forest cover, forestry sector and policies that are relevant to forestry and forest rehabilitation. Chapter three gives an overview of forest rehabilitation in Vietnam from its inception in the 1950s until today, as the country carries out its latest nationwide forest rehabilitation effort, the 5 million hectares reforestation project. Chapter four analyses in detail forest rehabilitation project that were analysed in the field study carried out as part of this study. Chapter five draws lessons from the report.
This work describes riverine combat during the Vietnam War, emphasizing the operations of the U.S. Navy’s River Patrol Force, which conducted Operation Game Warden; the U.S. Army-Navy Mobile Riverine Force, the formation that General William Westmoreland said “saved the Mekong Delta” during the Tet Offensive of 1968; and the Vietnam Navy. An important section details the SEALORDS combined campaign, a determined effort by U.S. Navy, South Vietnamese Navy, and allied ground forces to cut enemy supply lines from Cambodia and disrupt operations at base areas deep in the delta. The author also covers details on the combat vessels, helicopters, weapons, and equipment employed in the Mekong Delta as well as the Vietnamese combatants (on both sides) and American troops who fought to secure Vietnam’s waterways. Special features focus on the ubiquitous river patrol boats (PBRs) and the Swift boats (PCFs), river warfare training, Vice Admiral Elmo R. Zumwalt Jr., the Black Ponies aircraft squadron, and Navy SEALs. This publication may be of interest to history scholars, veterans, students in advanced placement history classes, and military enthusiasts given the continuing impact of riverine warfare on U.S. naval and military operations in the 21st century. There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. By bridging the gap between field practice and conservation, the analysis should lead to more effective integrated conservation and development interventions. The book represents one of the first attempts to apply the evidence-based approach to conservation and development.
Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules.The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.

This book about the Mekong Delta presents a unique collection of state-of-the-art contributions by international experts from different scientific disciplines about the characteristics and pressing water-related challenges of the Mekong Delta in Vietnam. The Mekong Delta belongs to one of the areas, which are to expect the largest challenges concerning environmental change and climate change induced sea level rise . The Delta acts as the “rice bowl” of Southeast Asia and is home to over 17 Million people, who need to cope with ecologic as well as socio-economic changes linked to the rapid economic development of the country. Annual floods, severe droughts, salt water intrusion, degrading water quality, tropical cyclones, hydrologic changes due to hydropower projects in the upstream of the Mekong, coastal erosion, and the loss of biodiversity are some of the problems in the region. Heterogeneous resource management responsibilities, and the fact that the Mekong – and thus also the Delta – is influenced by six countries aggravate the situation. Integrated water resources management and fostered cooperation and information exchange are pressing needs for the sustainable development of the Delta.
