La exclusión social es un fenómeno muy complejo y relativamente reciente. Tiene que ver con las transformaciones que se están produciendo en la sociedad (globalización, sociedad del conocimiento y de la información, etc.), así como con los procesos mediante los que las personas, o grupos de ellas, no tienen acceso, o sólo un acceso restringido, a determinados derechos considerados como vitales para vivir con un mínimo de bienestar y seguridad, tales como el trabajo estable, la vivienda digna, la atención sanitaria, la educación, etc., que definen lo que se conoce como ciudadanía social.

This open access handbook brings together the latest research from a wide range of internationally influential scholars to analyze educational policy research from international, historical and interdisciplinary perspectives. Diversidade(S). Discapacidad, altas capacidades intelectuales y trastornos del espectro autista se estructura en tres partes. En primer lugar, se presenta la discapacidad intelectual desde el modelo social. En segundo lugar, se estudian los trastornos del espectro autista desde una visión amplia e interdisciplinaria hasta los aportes específicos de Fernand Deligny en Francia y el movimiento de la neurodiversidad en Inglaterra. En tercer lugar, se indican los elementos esenciales para el trabajo educativo con niños con altas capacidades intelectuales en el aula. El libro recoge los enfoques teóricos, modelos epistemológicos, técnicas de acompañamiento socioeducativo, instrumentos de detección, evaluación y orientaciones generales de trabajo en contextos educativos para los tres casos citados. Se plantea una aproximación teórico-práctica que ofrece criterios de actuación a los profesionales de la educación. Por otro lado, se interroga sobre algunos debates y controversias presentes en los casos estudiados ofreciendo, en su conjunto, un contenido extenso y de gran aplicación práctica.

Empires, Post-Coloniality and Interculturality: The New Challenges for Comparative Education, presents some outcomes of the 25th Conference of the Comparative Education Society in Europe (CESE), held in Salamanca, in June 2012. The central aim proposed for the debates of the Conference revolves around an intellectual effort to re-think and re-direct the scientific discipline of Comparative Education based on the broad cultural trends that influence the internationalization and/or globalization of education. Reconsidering and/or re-thinking our discipline involves studying the influence exerted on it by three major international forces. First, empires, not so much in terms of discipline or governance but more related to cultural, technological and knowledge perspectives. This area addresses both historical process and contemporary circumstances and is expressed through networks, research programs, academic reform in universities supported by criteria of governance and efficiency, transnational mobility, and linguistic monopolies. Second, it is necessary to re-think the influence of post-colonialism in educational models and models of citizens’ education not only from the perspective of their impact on the curricular reorganization of education systems but also of their educational and sociocultural expression. Both forms were acclaimed both in the 19th century and the 20th century within different international geographic contexts. The third component of the discourse triangle is the reconsideration (not only historical) of the impact of migratory fluxes, or better said, of “cultural migrations”, and their relationship with the reordering of curricular and educational processes in both education systems and in the social framework. Education is now in a transition from “monoculture” to multiple cultures in the classroom. This publication is structured along four themes that illustrate the academic contributions to the Conference. The themes are as follows: I. From Empires, History and Memory: Comparative Studies of Education, II. Learning and Assessment Processes: an International Perspective, III. Transnational Education and Colonial Approach, IV. International Education: Comparative Dimensions.
El fracaso escolar persiste en los sistemas educativos y la sociedad como una roca casi inamovible a pesar de tantas urgencias y declaraciones a favor de una reducción significativa y justa de sus dimensiones y efectos. Se trata, ciertamente, de un fenómeno muy complejo: tiene raíces múltiples y es construido por factores y dinámicas que resultan tan difíciles de comprender como de combatir y alterar. Nada es tan inadecuado, entonces, como seguir sosteniendo ideas simplificadoras y prácticas inoperantes. Nada, tan descorazonador y desesperante como aquellas políticas que se quedan en las ramas del árbol sin entrar en el tronco ni en el terreno que lo alimenta. En los diferentes capítulos de este libro se ofrecen determinadas miradas sobre el fracaso escolar tomando como referentes teóricos las perspectivas que vienen ocupándose de la exclusión-inclusión socioeducativa. Se formulan interrogantes y se proponen respuestas que no son completas ni están cerradas, pero apuntan en una dirección que creemos razonablemente fundada. Se pasa revista a algunas políticas y programas que vienen aplicándose en este ámbito y se ofrecen valoraciones argumentadas, muchas de ellas críticas. Aquel sistema educativo que confine en la marginación y la exclusión a buena parte de la niñez y la juventud no debe mirar durante más tiempo hacia otro lado. Está llamado a reconstruirse a fondo tanto por imperativos humanos como sociales de justicia, equidad y democracia. Un buen aviso, seguramente, para el sistema educativo español, sobre todo en la educación obligatoria donde persisten más fracasos de los razonables.
