Concentrating on transitions as they affect and are affected by foreign and security policy, the editors identify major players in the turnover and their interests. Seven recognized authorities in politics, government, and foreign policy have contributed essays to this work in which they respond to the arguments posed by the editors, demonstrating the range of opinions on this subject.
