Importance and Significance of the Movement. - The national importance and significance of the adequate development of scientific methods and, in particular, of their application to industry is now generally recognised throughout the world, and the last few years have seen a remarkable increase in the efforts made to stimulate the increase and application of scientific knowledge. In an address delivered before the British Science Guild in April, 1917, Lord Sydenham pointed out that the war has had the effect of turning a strong searchlight upon the innermost workings of national life. "Our weakness and our potential strength stand plainly revealed. We can see how severely we have suffered, and must still suffer, from our neglect in the past: and if we strive to ascertain causes, we cannot fail to reach the conclusion that our lack of appreciation of all that science - using that term in its broadest sense - could have conferred upon us lies at the root of many present difficulties." In addition to the difficulties which have arisen in the course of the war as a result of absence of scientific knowledge and habits of thought, there is: another side which cannot be neglected. The question of reconstruction after the war is now occupying the minds of all thoughtful persons. National prosperity and financial stability can be maintained after the war only by increased productivity and trade. This implies the necessity for the application of the results of scientific research in the creation of new industries, processes, and methods, and the economic development of those which now exist. Among the European nations there is a great awakening to the national value of scientific research. The British Government has recently created a new Department of Scientific and Industrial Research, with a fund of over 1,000,000 at its disposal; a conjoint Board of Scientific Societies has been established at the instance of the Royal Society; an important and influential Committee on the Neglect of Science has taken up the question of scientific knowledge and training in the Public Services, at Oxford and Cambridge, and in the public schools; an Education Reform Council, comprising representatives of science, industry, and commerce as well as of education has been appointed; while various other organizations have taken up one or other branches of the subject of the development of science and its co-ordination with industry, education, and administration. In France a new national institution for scientific research on a large scale is projected as a result of action taken by the Paris Academy of Sciences.
