For many observers, the European Union is mired in a deep crisis. Between sluggish growth; political turmoil following a decade of austerity politics; Brexit; and the rise of Asian influence, the EU is seen as a declining power on the world stage. Columbia Law professor Anu Bradford argues the opposite in her important new book The Brussels Effect: the EU remains an influential superpower that shapes the world in its image. By promulgating regulations that shape the international business environment, elevating standards worldwide, and leading to a notable Europeanization of many important aspects of global commerce, the EU has managed to shape policy in areas such as data privacy, consumer health and safety, environmental protection, antitrust, and online hate speech. And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.
This book critically engages with the concept of European identity and citizenship, and the role of the European Union in diaspora, membership and emigration policies. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. This book will be of key interest to scholars and students of European Union politics, European studies, migration studies, American and Canadian studies, and the sociology of migration.
This book analyzes the relations between two geographical areas with different levels of regional institutionalization: the European Union and Latin America. This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. This book examines sanctions as a political tool of influence and evaluates the efficacy of sanctions imposed by the European Union (EU) against countries from the early 1990s to present day.
This book provides the first substantial treatment of the maritime foreign and security policies of the European Union. Its findings add to the literature by a comparative, theoretically informed analysis of EU maritime foreign and security policies across five cases: the EU’s Maritime Security Strategy and action plan; the EU’s two naval missions, Atalanta and Sophia; EU Arctic policies, and; EU policies towards the Maritime Labour Convention. Focusing on the aims, actors and mechanisms of integration in these cases, the book speaks to the three main debates in the literature on EU foreign policy, including whether it has a particular normative dimension that makes it different from foreign policy as it is conventionally understood; the extent to which policy-making in the domain has developed beyond intergovernmental cooperation and, interlinked; how EU foreign and security policy integration and its characteristics can be explained.
