Price and service quality are important variables in the design of optimal service systems. Price is important because of the strong consumption externality inherent in service systems. Quality is important since it directly affects consumer welfare, and is readily controlled by altering the priorities of service offered. The paper takes a systematic view of this problem, and presents techniques for quantitative determination of the optimal prices and service quality in a wide class of systems. (Author).

This study presents new microeconomic analyses of congestion-prone services that comprise most private and public services at the final consumption stage. It accounts for two distinctive features of congestion-prone services: the discrepancy between capacity and throughput, and service quality competition. To accommodate these features, a series of new decision-making theorems for consumers and suppliers is developed. The resulting demand and cost functions incorporate service time as the variable that reflects congestion and service quality. In market equilibrium, interactions between consumers and firms endogenously determine the industrial organization type of each firm and thus allow the coexistence of multiple industrial organization types in the same market. Efficiency of resource allocation is assessed by applying two different criteria: service quality diversity throughout the market and Pareto optimality in each submarket.

This project focused on the system in Jacksonville, FL (JEA ), which is supplied by ground water with high service pumping. Using the model developed by AwwaRF's EWQMS projects, this project extends prior experience to software implementation, installation, testing, calibration, and daily operations associated with an optimization system, particularly day-to-day optimization. JEA's Operations Optimization System (OOS) was designed to operate, in real-time, in conjunction with JEA's Supervisory Control and Data Acquisition (SCADA) system. Providing Quality of Service (QoS) in the Internet is currently the most ch- lenging topic for researchers, industry and network providers. Now, the only available service in the Internet is the best e?ort service, which assumes tra?c is processed as quickly as possible, but there is no guarantee as to timely or actual delivery. On the other hand, there is pressure to o?er new applications in the Internet (like VoIP, videoconferencing, on-line games, e-commerce, etc. ) but this requires some packet transfer guarantees from the network (e. g. , low packet transfer delay, low packet losses). To meet these requirements, new architectures for providing IP- based QoS in the Internet are proposed: Integrated Services (IntServ) and Di?erentiated Services (Di?Serv). However, these architectures need some enhancements to provide adequate solutions for resource mana- ment, signaling, tra?c engineering, tra?c handling mechanisms, etc. In the European research community, a number of projects inside the Fifth Framework Programme were addressed solving the above issues; among these AQUILA (Adaptive Resource Control for QoS Using an IP-Based Layered - chitecture), CADENUS (Creation and Deployment of End-User Services in P- mium IP Networks), and TEQUILA (Tra?c Engineering for Quality of Service in the Internet at Large Scale) are excellent examples. The main achievements from these projects are the prototypes for ?xed QoS IP networks. The extension of these proposed solutions into the wireless environment is the next step.
