As an apology for this, I may be allowed to mention that, on every question of this nature, I have studied to correct my own ideas by a reference to the opinion of professional men. The military reasonings which I have ventured to introduce, may, perhaps, meet with some attention from the public, when it is known that they have received the approbation of men highly distinguished by their military talents.
