The 13th Italian Conference on General Relativity and Gravitational Physics was held in Cala Corvino-Monopoli (Bari) from September 21to September 25, 1998. The Conference, which is held every other year in different Italian locations, has brought together, as in the earlier conferences in this series, those scientists who are interested and actively work in all aspects of general relativity, from both the mathematical and the physical points of view: from classical theories of gravitation to quantum gravity, from relativistic astrophysics and cosmology to experiments in gravitation. About 70 participants came from Departments of Astronomy and Astrophysics, Departments of Mathematics and Departments of Experimental and Theoretical Physics from all over the Country; in addition a few Italian scientists working abroad kindly accepted invitations from the Scientific Committee. The good wishes of the University and of the Politecnico di Bari were conveyed by the director of Diparti mento Interuniversitario di Matematica, Prof. Franco Altomare. These proceedings contain the contributions of the two winners of the SIGRAV prizes, the invited talks presented at the Conference and most of the contributed talks. We thank all of our colleagues, who did their best to prepare their manuscripts. The pleasant atmosphere induced by the beauty of the place was greatlyenhanced not only by the participation of so many colleagues, who had lively discussions about science well beyond Conference hours, but also by the feeling of hospitalityextended to the participants by the staff of the Cala Corvino Hotel, where the Conference was held.

The International Conference, Orbis Scientiae 1996, focused on the topics: The Neutrino Mass, Light Cone Quantization, Monopole Condensation, Dark Matter, and Gravitational Waves which we have adopted as the title of these proceedings. Was there any exciting news at the conference? Maybe, it depends on who answers the question. There was an almost unanimous agreement on the overall success of the conference as was evidenced by the fact that in the after-dinner remarks by one of us (BNK) the suggestion of organizing the conference on a biannual basis was presented but not accepted: the participants wanted the continuation of the tradition to convene annually. We shall, of course, comply. The expected observation of gravitational waves will constitute the most exciting vindication of Einstein's general relativity. This subject is attracting the attention of the experimentalists and theorists alike. We hope that by the first decade of the third millennium or earlier, gravitational waves will be detected, opening the way for a search for gravitons somewhere in the universe, presumably through the observations in the CMBR. The theoretical basis of the graviton search will take us to quantum gravity and eventually to the modification of general relativity to include the Planck scale behavior of gravity -at energies 19 of the order of 10 Ge V.

This book is a collection of part of the written versions of the Physics Courses given at the Winter School "Order, Chance and Risk: Aperiodic Phenomena from Solid State to Finance" held at the Les Houches Center for Physics, between February 23 and March 6, 1998. The School gathered lecturers and participants from all over the world. On a thematic level, the content of the school can be viewed both as a continuation (aperiodic phenomena in solid state physics) and an extension (mathematical aspects of fmance and economy) of the previous "Beyond Quasicrystals", also held at Les Houches, March 7-18 1994 and published in the same ·series. One of its important goals was to promote in-depth concrete scientific exchanges between theoretical physicists, experimental physicists and mathematicians on the one hand, and on the other hand practitioners of the economico-fmancial sphere and specialists of financial mathematics. Therefore, besides the mathematical tools and concepts at work in theoretical descriptions, relevant experimental data were also presented together with methods allowing their interpretation. As a result of this choice, the School was stimulated by experimentalists and fmancial market operators who joined the theoretical physicists and mathematicians at the conference. The present volume deals with the theoretical and experimental studies on aperiodic solids with long range order, incommensurate phases, quasicrystals, glasses, and more complex systems (fractal, chaotic), while a second volume to appear in the same series is devoted to the finance and economy facet.

One of the most fundamental questions in understanding strong interaction is whether or not quarks and gluons play a significant role in nuclear systems. At high densities we need to explore the existence and nature of a deconfinement phase transition. At lower densities we wish to study the changes in the properties of a hadron particle as mass and electroweak form factors, when it is immersed in nuclear matter. Finally, we may even ask whether the internal structure of the nucleon plays a role in the binding and properties of finite nuclei.On the theoretical side the issues raised here are of concern to a very broad community, from those working in traditional many-body physics, to those building effective field theories, to those working in lattice QCD. Experimentally, there are many accelerators, mature, new and planned, which can offer insight into this field — from SLAC to HERA, COSY, CELSIUS and TJNAF. This workshop brought together key figures from all areas of theoretical and experimental physics concerned with this fundamental problem.
