Excerpt from An Act to Establish a System of Public Instruction for the State of New Jersey: Prepared in Pursuance of Law, by the State Superintendent of Public Instruction, for the Use and Government of County, Town, and District School Officers I. To frame and modify at pleasure such by-laws as may be deemed expedient for their own government, not inconsistent with the provisions Of this act, and to prescribe and cause to be enforced all rules and regulations necessary for carrying into effect the school laws Of this State; II. To consider the necessities Of the public schools, and recommend to the Legislature from time to time such addi tions and amendments to the laws as are deemed necessary for perfecting the school system Of the State; III. TO appoint the State Superintendent of Public In struction; IV. TO appoint the County Superintendents of the several counties of the State, subject the approval Of the Board of Chosen Freeholders of the several counties at their first meeting after the appointments by the State board, but in all cases where no action is taken by any Board Of Chosen Freeholders approving or disapproving, then the appoint ments made by the State board shall be valid without such approval.
