Pursuant to a congressional request, GAO reviewed allegations that the Navy improperly restricted competition for two contracts for computer equipment and software for the Navy Standard Civilian Pay System (NAVSCIPS). GAO found that the Navy: (1) selected the data-base management system, hardware and operations sites without conducting appropriate studies and developing adequate support; (2) improperly restricted competition to brand-name-or-equal hardware and related equipment; (3) selected new data-base management software and reduced the number of processing sites, since the selected system design did not meet its needs; and (4) substantially changed the original requirements so that it could not prudently use its current contract to procure additional hardware without clear evidence that represented the most cost-effective solution.

Pursuant to a congressional request, GAO identified the extent to which the Navy's mainframe computer and peripheral procurements required compatibility with existing computer equipment or software. GAO found that: (1) the Navy required compatibility with the largest manufacturer in 237 of its 411 compatible procurements, and compatibility with 3 other manufacturers in the other 174 procurements; (2) when the Navy required compatibility, it procured equipment from the largest manufacturer under 171 of those 237 compatible procurements; (3) the same manufacturer supplied the most equipment for the Navy's mainframe and peripheral procurements overall, including procurements that did not require compatibility; (4) in 1986, 1988, and 1989, the Navy obligated more dollars to that manufacturer's equipment and software than to any other manufacturer; and (5) the Navy obligated more dollars to another major manufacturer in 1987 because of one $52-million contract.

This report presents GAO's assessment of the Navy's efforts to upgrade its Shipboard NonTactical ADP Program (SNAP). GAO selected this acquisition, known as SNAP III, because of its large life-cycle cost, estimated at about $600 million, and because it is in an early stage in the procurement cycle, where corrections are easier and cheaper to make. GAO found that the Navy is not providing enough managerial oversight to minimize SNAP III risks. This has resulted in incompatible systems, which require different hardware and software to perform similar functions, being installed aboard ships. Continued implementation of incompatible systems is contrary to the Navy's goal of an integrated environment for all shipboard nontactical systems. A single authority over developing and funding all shipboard nontactical programs is needed to ensure that all ongoing and planned efforts support this goal. Furthermore, the Navy lacks a strategic information resources management (IRM) plan for SNAP III implementation. Without a plan specifying standards for hardware, software, and system interfaces, all efforts to integrate the shipboard environment will be highly vulnerable to schedule delays, cost overruns, and poor performance. The lack of a strategic IRM plan also means that the Navy has no way of knowing whether continued installation of the old systems on new ships is justified.
