This book provides an overview of what has happened to NATO from the closing stages of the Cold War to the new era of international terrorism. However, it is more than that. It also argues that NATO has travelled a course that contradicts the prevailing image of an organization in decline and crisis. NATO must be crafted by its members to fit the security environment in which it operates. Rynning argues that the allies did this poorly in the mid-90s but have succeeded better in the past few years. NATO has persisted into this new era because it has overcome a crisis of identity in the 90s and is on track to establish a viable model for flexible transatlantic security cooperation.
Seventy percent of our planet is covered by water, and even in today's world of instant communication the global community is still heavily reliant on sea-based transport. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide. The safety of the maritime domain is essential to the freedom and security of all nations, and this book will be of interest to all those whose work involves maintaining that freedom and security.
Despite momentous change, NATO remains a crucial safeguard of security and peace. This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. The US decision not to work through NATO after 9/11 left many European members of the alliance feeling deflated. This decision reflected not only the unilateralism of the Bush Administration, but also the belief that US operational freedom and flexibility had been hampered during NATOâe(tm)s two Balkans interventions. This book examines US attitudes to, and perspectives on, the transatlantic alliance, with a particular focus on US-NATO relations since 9/11. It demonstrates that, following the decision to bypass NATO after 9/11, the Bush Administrationâe(tm)s perceptions of the alliance shifted due to a belated recognition that NATO did indeed have much to offer the US. Hallams explores NATOâe(tm)s contributions to post-combat reconstruction and stabilisation operations in Afghanistan and Iraq, and argues that the events of 9/11 galvanised NATO into undertaking an accelerated program of transformation that has done much to reinvigorate the alliance. This book offers an optimistic assessment of the transatlantic alliance, counter-balanced by realistic reflections on the problems it faces. NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.
In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
Exploring NATO’s post-Cold War determination to support democracy abroad, this book addresses the alliance’s adaptation to the new illiberal backlashes in Eastern Europe, the Western Balkans and Afghanistan after the alleged ‘return of history’. The book engages the question of what has driven NATO to pursue democratisation in face of the significant region-specific challenges and what can explain policy expansion or retrenchment over time. Explaining NATO’s adaptation from the perspective of power dynamics that push for international change and historical experience that informs grand strategy allows wider inferences not only about democratisation as a foreign policy strategy but also about the nature of the transatlantic alliance and its relations with a mostly illiberal environment. Larsen offers a theoretical conception of NATO as a patchwork of one hegemonic and several great power interests that converge or diverge in the formulation of common policy, as opposed to NATO as a community of universal values. The war in Afghanistan has run for more than a decade, and NATO has become increasingly central to it. In this book, Sten Rynning examines NATO's role in the campaign and the difficult diplomacy involved in fighting a war by alliance. He explores the history of the war and its changing momentum, and explains how NATO at first faltered but then improved its operations to become a critical enabler for the U.S. surge of 2009. However, he also uncovers a serious and enduring problem for NATO in the shape of a disconnect between high liberal hopes for the new Afghanistan and a lack of realism about the military campaign prosecuted to bring it about. He concludes that, while NATO has made it to the point in Afghanistan where the war no longer has the potential to break it, the alliance is, at the same time, losing its own struggle to define itself as a vigorous and relevant entity on the world stage. To move forward, he argues, NATO allies must recover their common purpose as a Western alliance, and he outlines options for change.
