On 25 April 1950 the Republic of the South Moluccas was proclaimed in Ambon Town. Not until December, after a breakdown in negotiations and a protracted battle, did the Indonesian army take control of Ambon Island. In remote parts of inhospitable Ceram, RMS remnants held out until 1962. This book examines the revolt of the Republic of the South Moluccas in the context of the social and economic changes experienced in Ambonese society during the last century of colonial rule.
In Secession and Security, Ahsan I. Butt argues that states rather than separatists determine whether a secessionist struggle will be peaceful, violent, or genocidal. He investigates the strategies, ranging from negotiated concessions to large-scale repression, adopted by states in response to separatist movements. Variations in the external security environment, Butt argues, influenced the leaders of the Ottoman Empire to use peaceful concessions against Armenians in 1908 but escalated to genocide against the same community in 1915; caused Israel to reject a Palestinian state in the 1990s; and shaped peaceful splits in Czechoslovakia in 1993 and the Norway-Sweden union in 1905. Butt focuses on two main cases—Pakistani reactions to Bengali and Baloch demands for independence in the 1970s and India's responses to secessionist movements in Kashmir, Punjab, and Assam in the 1980s and 1990s. Butt's deep historical approach to his subject will appeal to policymakers and observers interested in the last five decades of geopolitics in South Asia, the contemporary Israeli-Palestinian conflict, and ethno-national conflict, separatism, and nationalism more generally.
While the media tends to pay the most attention to violent secessionist movements or peaceful independence movements, it is just as important to understand why there are regions where political movements for autonomy fail to develop. In neglecting regions without political movements or full-blown independence demands, theories may be partial at best and incorrect at worst. State Institutions, Civic Associations, and Identity Demands examines over a dozen regions, comparing and contrasting successful cases to abandoned, unsuccessful, or dormant cases. The cases range from successful secession (East Timor, Singapore) and ongoing secessionist movements (Southern Philippines), to internally divided regional movements (Kachin State), low-level regionalist stirrings (Lanna, Taiwan), and local but not regional mobilization of identity (Bali, Minahasan), all the way to failed movements (Bataks, South Maluku) and regions that remain politically inert (East and North Malaysia, Northeast Thailand). While each chapter is written by a country expert, the contributions rely on a range of methods, from comparative historical analysis, to ethnography, field interviews, and data from public opinion surveys. Together, they contribute important new knowledge on little-known cases that nevertheless illuminate the history of regions and ethnic groups in Southeast Asia. Although focused on Southeast Asia, the book identifies the factors that can explain why movements emerge and successfully develop and concludes with a chapter by Henry Hale that illustrates how this can be applied globally.
Contesting Indonesia explains Islamist, separatist and communal violence across Indonesian history since 1945. In a sweeping argument that connects endemic violence to a national narrative, Kirsten E. Schulze finds that the outbreak of violence is related to competing local notions of the national imaginary as well as contentious belonging. Through detailed examination of six case studies: the Darul Islam rebellions, Jemaah Islamiyah's jihad, and the conflicts in East Timor, Aceh, Poso, and Ambon, Schulze argues that violence was more likely to occur in places that are on the geographic, ideological, ethnic, and religious periphery of the Indonesian state; that violence by non-state actors was most protracted in locations where there was a well-established alternative national imaginary supported by an alternative historical narrative; and that violence by the state was most likely in places where the state had a significant territorial interest. Drawing on a vast collection of interviews and archival and published sources, Contesting Indonesia provides a new understanding of the history of violence across the Indonesian archipelago.
The story of leprosy in the Dutch East Indies from the beginning of the 19th century to the middle of the 20th reveals important themes in the colonial enterprise across the territory that is today’s Indonesia. Operating in a territory with only a few hundred Western-trained doctors and a population in the tens of millions, Dutch colonial officials approached leprosy with uncertainty and anxiety. In the early 19th century, the Dutch administration simply removed sufferers from public view: campaigns targetted anyone “looking ugly”. Towards the end of the century, colonial science considered leprosy a hereditary disease of tropical subjects, and therefore undeserving of the colonial government’s limited resources. The leprosariums were emptied. At the start of the 20th century, a growing understanding that leprosy was spread by a bacillus caused a panic that leprosy might spread from the tropics to the colonial metropole. The mixed emotions of pity, fear and revulsion associated with management of the disease intensified, and fed into broader debates on colonial policy. The experts were unsure, and resources were never forthcoming, and despite a view that “bacteria are the same everywhere”, Dutch leprosy treatment in the East Indies mobilized traditional healing practices and relied on home care. Leo van Bergen’s detailed, attentive study to changing policies for treatment and prevention of leprosy (now often called Hansen’s disease) is fascinating medical history, and provides a useful lens for understanding colonialism in Indonesia.

Being Dutch in the Indies portrays Dutch colonial territories in Asia not as mere societies under foreign occupation but rather as a Creole empire. Most of colonial society, up to the highest levels, consisted of people of mixed Dutch and Asian descent who were born in the Indies and considered it their home, but were legally Dutch.
The Politics of the Periphery in Indonesia is a thought-provoking examination of local politics and the dynamics of power at Indonesia's geographic and social margins. After the fall of Suharto in 1998 and the introduction of a policy of decentralization in 2001, local stakeholders secured and consolidated decision-making power, and set about negotiating new relations with Jakarta. The volume deals with power struggles and local-national tensions, looking among other things at resource control, the historical roots of regional identity politics, and issues relating to Chinese-Indonesians. The authors develop information in ways that transcend the post-colonial territorial boundaries of Indonesia in the Malay-Indonesian archipelago, and use case studies to show how the changes described have galvanized Indonesian politics at the cultural and geographical peripheries.
The lethality of conflicts between insurgent groups and counter-insurgent security forces has risen markedly since the Second World War just as those of conventional, or inter-state wars have declined. For several decades, conflicts within states rather than between them have been the prevalent form of organised political violence worldwide. Recent conflicts in Afghanistan, Iraq, and Syria have fired interest in colonial experiences of rebellion, while current western interventions in sub-Saharan Africa have prompted accusations of 'militarist humanitarianism'. Yet, despite mounting interest in counter-insurgency and empire, comparative investigation of colonial responses to insurrection and civil disorder is sparse. Some scholars have written of a 'golden age of counter-insurgency', which began with Britain's declaration of a Malayan Emergency in 1948 and ended with the withdrawal of US ground troops from Vietnam in 1973. It is with this period, if not with any presumed 'golden age' that this volume is concerned. This Handbook connects ideas about contested decolonization and the insurgencies that inspired it with an analysis of patterns and singularities in the conflicts that precipitated the collapse of overseas empires. It attempts a systematic study of the global effects of organized anti-colonial violence in Asia and Africa. The objective is to reconceptualize late colonial violence in the European overseas empires by exploring its distinctive character and the globalizing processes underpinning it.
