Ethno-national conflict is one of the central issues of modern politics. Despite the emergence of approaches to managing it, from nation-building to territorial autonomy, in recent years, the application of these approaches has been uneven. Old conflicts persist and new ones continually emerge. The authors of this book contend that what is needed to drive forward the theory and practice of ethno-national conflict management is a more nuanced understanding of ethnicity and nationalism. The book addresses this issue by linking theories of ethnicity and nationalism to theories of conflict management. Its contributors share a common goal of demonstrating that a nuanced understanding of ethnicity and nationalism can beneficially inform conflict management in theory and practice. To do so, they analyse both hot and cold conflict zones, as well as cases that have been important in the development of the most widely-used conflict management models. In the past decade, Sri Lanka has been engulfed by political tragedy as successive governments have failed to settle the grievances of the Tamil minority in a way acceptable to the majority Sinhala population. The new Premadasa presidency faces huge economic and political problems with large sections of the island under the control of the Indian Peace-Keeping Force (IPKF) and militant separatist Tamil groups operating in the north and south. This book is not a conventional political history of Sri Lanka. Instead, it attempts to shed fresh light on the historical roots of the ethnic crisis and uses a combination of historical and anthropologial evidence to challenge the widely-held belief that the conflict in Sri Lanka is simply the continuation of centuries of animosity between the Sinhalese and the Tamils. The authors show how modern ethnic identities have been made and re-made since the colonial period with the war between Tamils and the Sinhala-dominant government accompanied by rhetorical wars over archeological sites and place-name etymologies, and the political use of the national past. The book is also one of the first attempts to focus on local perceptions of the crisis and draws on a broad range of sources, from village fieldwork to newspaper controversies. Its interest extends beyond contemporary politics to history, anthropology and development studies.
For nearly four decades, Sri Lanka has been the scene of an escalating ethnic conflict between the majority Sinhalese and the Tamils, who form the largest minority. Language, Religion, and Ethnic Assertiveness traces the development of Sinhalese nationalism by paying particular attention to the Sinhala language and how it relates to Sinhalese national identity. After Sri Lanka became independent from Great Britain in 1948, an official national language had to be chosen - either "Sinhala only" or "parity of status for Sinhala and Tamil". The victory of the "Sinhala only" proposition that won in the general election of 1956 started the antagonism between the Sinhalese and the Tamils that persists to this day. Using hitherto untapped primary sources, K. N. O. Dharmadasa delineates some of the peculiar features of the linkage between state, religion, and ethnicity in traditional Sinhalese society, providing insight into a tragic conflict that has a long and turbulent history. The book has much to offer historians, political scientists, anthropologists, and sociologists of language and religion, as well as students and scholars of South Asia, postcolonialism, ethnicity, cultural identity, and conflict.
Why are relations between politically mobilised ethnic identities and the nation-state sometimes peaceful and at other times fraught and violent? Madurika Rasaratnam's book sets out a novel answer to this key puzzle in world politics through a detailed comparative study of the starkly divergent trajectories of the 'Tamil question' in India and Sri Lanka from the colonial era to the present day. Whilst Tamil and national identities have peaceably harmonised in India, in Sri Lanka these have come into escalating and violent contradiction, leading to three decades of armed conflict and simmering antagonism since the war's brutal end in 2009. Tracing these differing outcomes to distinct and contingent patterns of political contestation and mobilisation in the two states, Rasaratnam shows how, whilst emerging from comparable conditions and similar historical experiences, these have produced very different interactions between evolving Tamil and national identities, constituting in India a nation-state inclusive of the Tamils, and in Sri Lanka a hierarchical Sinhala-Buddhist national and state order hostile to Tamils' political claims. Locating these dynamics within changing international contexts, she also shows how these once largely separate patterns of national-Tamil politics, and Tamil diaspora mobilisation, are increasingly interwoven in the post-war internationalisation of Sri Lanka's ethnic crisis.

In the mid-1950s, Sri Lanka’s majority Sinhalese politicians began outbidding one another on who could provide the greatest advantages for their community, using the Sinhala language as their instrument. The appeal to Sinhalese linguistic nationalism precipitated a situation in which the movement to replace English as the country’s official language with Sinhala and Tamil (the language of Sri Lanka’s principal minority) was abandoned and Sinhala alone became the official language in 1956. The Tamils’ subsequent protests led to anti-Tamil riots and institutional decay, which meant that supposedly representative agencies of government catered to Sinhalese preferences and blatantly disregarded minority interests. This in turn led to the Tamils’ mobilizing, first politically then militarily, and by the mid-1970s Tamil youth were bent on creating a separate state.
The first in-depth exploration of the persistence and pervasiveness of a dangerous legal fiction about people who cross borders: the binary distinction between migrant and refugee. Today, the concept of "the refugee" as distinct from other migrants looms large. Immigration laws have developed to reinforce a conceptual dichotomy between those viewed as voluntary, often economically motivated, migrants who can be legitimately excluded by potential host states, and those viewed as forced, often politically motivated, refugees who should be let in. In Crossing, Rebecca Hamlin argues against advocacy positions that cling to this distinction. Everything we know about people who decide to move suggests that border crossing is far more complicated than any binary, or even a continuum, can encompass. The decision to leave home is almost always multi-causal and often involves many stops and hazards along the way--a reality not captured by a system that categorizes a majority of border-crossers as undeserving, and the rare few as vulnerable and needy. Drawing on cases of various "border crises" across Europe, North America, South America, and the Middle East, Hamlin outlines major inconsistencies and faulty assumptions upon which the binary relies, and explains its endurance and appeal by tracing its origins to the birth of the modern state and the rise of colonial empire. The migrant/refugee binary is not just an innocuous shorthand, indeed its power stems from the way in which is it painted as objective, neutral, and apolitical. In truth, the binary is a dangerous legal fiction, politically constructed with the ultimate goal of making harsh border control measures more ethically palatable to the public. This book is a challenge to all those invested in the rights and study of migrants, to interrogate their own assumptions and move towards more equitable advocacy for all border crossers.
