As countries in Asia try to create unified polities, many face challenges from minority groups within their own borders seeking independence. This volume brings together international experts on countries in all regions of Asia to debate how differently they have responded to this problem. Why have some Asian countries, for example, clamped down on their national minorities in favour of homogeneity, whereas others have been willing to accommodate statehood or at least some form of political autonomy? Together they suggest broad patterns and explanatory factors that are rooted in the domestic arena, including state structure and regime type, as well as historical trajectories. In particular, they find that the paths to independence, as well as the cultural elements that have been selected to define post-colonial identities, have decisively influenced state strategies.
As Japan's newfound economic power leads to increased political power, there is concern that Japan may be turning East Asia into a regional economic bloc to rival the U.S. and Europe. In Regionalism and Rivalry, leading economists and political scientists address this concern by looking at three central questions: Is Japan forming a trading bloc in Pacific Asia? Does Japan use foreign direct investment in Southeast Asia to achieve national goals? Does Japan possess the leadership qualities necessary for a nation assuming greater political responsibility in international affairs? The authors contend that although intraregional trade in East Asia is growing rapidly, a trade bloc is not necessarily forming. They show that the trade increase can be explained entirely by factors independent of discriminatory trading arrangements, such as the rapid growth of East Asian economies. Other chapters look in detail at cases of Japanese direct investment in Southeast Asia and find little evidence of attempts by Japan to use the power of its multinational corporations for political purposes. A third group of papers attempt to gauge Japan's leadership characteristics. They focus on Japan's "technology ideology," its contributions to international public goods, international monetary cooperation, and economic liberalization in East Asia.
Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. The "war on terror" has generated a scramble for expertise on Islamic or Asian "culture" and revived support for area studies, but it has done so at the cost of reviving the kinds of dangerous generalizations that area studies have rightly been accused of. This book provides a much-needed perspective on area studies, a perspective that is attentive to both manifestations of "traditional culture" and the new global relationships in which they are being played out. The authors shake off the shackles of the orientalist legacy but retain a close reading of local processes. They challenge the boundaries of China and question its study from different perspectives, but believe that area studies have a role to play if their geographies are studied according to certain common problems. In the case of China, the book shows the diverse array of critical but solidly grounded research approaches that can be used in studying a society. Its approach neither trivializes nor dismisses the elusive effects of culture, and it pays attention to both the state and the multiplicity of voices that challenge it.

But, unlike a great many of the publications which have their origins in conferences, this volume has a clear theme running through its contributions, almost all of which are excellent. . . The individual country studies. . . are highly informative, most making imaginative use of the country s history and current politics to illustrate the theme of the tension between nationalising centralisation and pressures for regional decentralisation. Many of these chapters have innovative conclusions about ways in which this tension can be understood. . . this is a serious book, very well produced and indexed. Its chapters are well written with useful notes and lists of references. The volume will be of great interest to specialists on the countries concerned, and has much to offer for anyone with an interest in federalism and the relationship between regionalism and democratisation. This captivating ethnography explores Vietnam’s sex industry as the country ascends the global and regional stage. Over the course of five years, author Kimberly Kay Hoang worked at four exclusive Saigon hostess bars catering to diverse clientele: wealthy local Vietnamese and Asian businessmen, Viet Kieus (ethnic Vietnamese living abroad), Western businessmen, and Western budget-tourists. What makes a country attractive to foreign investors? To what extent do conditions of governance and politics matter? This book provides the most systematic exploration to date of these crucial questions at the nexus of politics and economics. Using quantitative data and interviews with investment promotion agencies, investment location consultants, political risk insurers, and decision makers at multinational corporations, Nathan Jensen arrives at a surprising conclusion: Countries may be competing for international capital, but government fiscal policy--both taxation and spending--has little impact on multinationals' investment decisions. Although government policy has a limited ability to determine patterns of foreign direct investment (FDI) inflows, political institutions are central to explaining why some countries are more successful in attracting international capital. First, democratic institutions lower political risks for multinational corporations. Indeed, they lead to massive amounts of foreign direct investment. Second, politically federal institutions, in contrast to fiscally federal institutions, lower political risks for multinationals and allow host countries to attract higher levels of FDI inflows. Third, the International Monetary Fund, often cited as a catalyst for promoting foreign investment, actually deters multinationals from investment in countries under IMF programs. Even after controlling for the factors that lead countries to seek IMF support, IMF agreements are associated with much lower levels of FDI inflows.
