The Legislative Assembly in 1947 when it passed the high school district bill. According to this law, two or more common school districts could organize as a high school district for the purpose of bonding for a new high school building. This was further extended in 1949 with an amendment which provided that this newly formed high school district could also be levied upon for the operation and maintenance of the high school.
