The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.

DOWNLOAD EBOOKThis study investigates the effect of fitting a unidimensional irt model to multidimensional data in content-balanced computerized adaptive testing (cat). Unconstrained cat with the maximum information item selection method is chosen as the baseline, and the performances of three content balancing procedures, the constrained cat (ccat), the modified multinomial model (mmm), and the modified constrained cat (mccat), are evaluated in terms of measurement precision, item pool utilization and item exposure control. Three simulation factors are considered: (1) multidimensional structure; (2) ability distribution; and (3) difficulty level of content areas. Simulation results show that overall the content balancing methods are similar to or even better than the maximum information method in terms of measurement precision, especially when the content areas have uneven difficulty levels. However, there is no significant difference in item pool usage and item exposure control. Finally, overall the three content balancing methods perform very similarly, but mmm has the most efficient item pool usage. However, to date, no study has yet looked at models in the IRT framework with an overall ability dimension underlying all test items and several ability dimensions specific for each subtest. This study is to propose such a model and compare it with the conventional IRT models using Bayesian methodology. The results suggest that the proposed model offers a better way to represent the test situations not realized in existing models. The model specifications for the proposed model also give rise to implications for test developers on test designing. In addition, the proposed IRT model can be applied in other areas, such as intelligence or psychology, among others.
