Under a technical cooperation framework, FAO and the Turkish Government have cooperated and developed the Food Literacy Strategy and Action Plan. AIDS epidemics continue to threaten the livelihoods of millions of people in sub-Saharan Africa. Three decades after the disease was first recognized, the annual death toll from AIDS exceeds that from wars, famine and floods combined. Yet despite millions of dollars of aid and research, there has previously been little detailed on-the-ground analysis of the multifaceted impacts on rural people. Filling that gap, this book brings together recent evidence of AIDS impacts on rural households, livelihoods, and agricultural practice in sub-Saharan Africa. There is particular emphasis on the role of women in affected households, and on the situation of children. The book is unique in presenting micro-level information collected by original empirical research in a range of African countries, and showing how well-grounded conclusions on trends, impacts and local responses can be applied to the design of HIV-responsive policies and programmes. AIDS impacts are more diverse than we previously thought, and local responses more varied - sometimes innovative, sometimes desperate. The book represents a major contribution to our understanding of the impacts of AIDS in the epidemic's heartland, and how these can be managed at different levels.

This document was prepared within the framework of the FAO’s Strategic Objective 1 (SO1): Help eliminate hunger, food insecurity and malnutrition. This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Despite the lack of literature and inconsistencies in research aims and methods, it is evident that dietary intake has been shifting from traditional food consumption patterns to diets that are heavily reliant on imported and increasingly processed foods in Fiji. Availability of food items varies depending on location, however there is evidence of food environments with high availability of energy dense, nutrient poor foods, in both rural and urban locations. Food environments around vulnerable populations, for example schools, are of concern, with 80 percent of the outlets surveyed within 400 m school zones selling sugar-sweetened beverages. While the process of developing policies that support a healthy diet is enabled by Fiji’s whole-of-government commitment to improving food nutrition security, there are competing priorities and points of incoherence that deter this, particularly relating to economic growth. A range of specific policy measures have been introduced in Fiji by different government sectors that influence all facets of the food system. However, capacities required to develop and deliver policies are limited across government, primarily by the allocation of resources and technical expertise. This reduces the effectiveness of existing policy measures to support healthy diets, and the progression of new measures. A range of gaps and opportunities exist among the policy measures identified, and entry points lie throughout the food system and associated policy environment to improve dietary behaviour in Fiji.
