Middle power states, such as Canada or Denmark, are often thought of as "followers" of great powers rather than significant actors in global security. Challenging this view, this book highlights how middle powers have in fact showed great leadership by developing a "human security" agenda that focuses on countering threats to human beings rather than to nation-states. The work examines how coalitions of middle powers have performed through five case studies: the formation of the Multinational Standby High Readiness Brigade for United Nations Operations (SHIRBRIG), the realization of the Ottawa Mine Ban Treaty, the establishment of the International Criminal Court, the regulation of the legal trade in small arms and light weapons, and the adoption of the Responsibility to Protect (R2P) principle. Furthermore, the book explores how the human security initiatives were shaped by the middle powers' choices of diplomatic strategy, and how they were affected by the reactions of the hegemonic United States. The fall of the Berlin Wall and the disintegration of the Soviet Union were only two of the many events that profoundly altered the international political system in the late 1980s and early 1990s. This book introduces the editors’ new concept of “Awkward Powers”. By undertaking a critical re-examination of the state of International Relations theorising on the changing nature of the global power hierarchy, it draws attention to a number of countries that fit awkwardly into existing but outdated categories such as “great power” and “middle power”. It argues that conceptual categories pertaining to the apex of the international hierarchy have become increasingly unsatisfactory, and that new approaches focusing on such “Awkward Powers” can both rectify shortcomings on power theorising whilst shining a much-needed theoretical spotlight on significant but understudied states. The book’s contributors examine a broad range of empirical case studies, including both established and rising powers across a global scale to illustrate our conceptual claims. Through such a novel process, we argue that a better appreciation of the de facto international power hierarchy in the 21st century can be achieved.
The book explores diplomatic style and its use as a means to provide analytical insight into a state’s foreign policy, with a specific focus on South Korea. Diplomatic style attracts scant attention from scholars. It is dismissed as irrelevant in the context of diplomacy’s universalism; misconstrued as a component of foreign policy; alluded to perfunctorily amidst broader considerations of foreign policy; or wholly absented from discussions in which it should comprise an important component. In contrast to these views, practitioners maintain a faith-like confidence in diplomatic style. They assume it plays an important role in providing analytical insight, giving them advantage over scholars in the analysis of foreign policy. This book explores diplomatic style and its use as a means to provide analytical insight into foreign policy, using South Korea as a case study. It determines that style remains important to diplomatic practitioners, and provides analytical insight into a state’s foreign policy by highlighting phenomena of policy relevance, which narrows the range of information an analyst must cover. The book demonstrates how South Korea’s diplomatic style – which has a tendency towards emotionalism, and is affected by status, generational change, cosmopolitanism, and estrangement from international society – can be a guide to understanding South Korea’s contemporary foreign policy. This book will be of much interest to students of diplomacy studies, foreign policy, Asian politics, and International Relations in general.
Winning the Peace seeks to explore and explain how Australian governments, during the modern period of Australia's engagement with Asia (from 1983 till today), have attempted to use their defence and foreign policies to shape the region. While there were certainly times of tension during this period, such as the spikes around the end of the Cold War and during the early years of the War on Terror, the region has been largely defined by peace. Because of this peace and thanks to Australia's relative size as a 'middle power', the government's attempt to change how other states act and think was not sought through the deployment or use of force but through military and diplomatic engagement and persuasion. Australia's smaller size also meant it had to be strategic in its efforts. It had to determine which changes were priorities, it had to re-organise and develop its resources, it had to deploy them effectively and efficiently, and it had to be able to sustain the effort in the face of competition and rejection. This book focuses on the three main 'campaigns' the Australian government has undertaken since the early 1980s to reshape the Asia-Pacific in pursuit of its national interests.
China’s rise is changing the dynamics of the international system. Middle Powers and the Rise of China is the first work to examine how the group of states referred to as “middle powers” are responding to China’s growing economic, diplomatic, and military power.
