Rural Water Systems for Multiple Uses and Livelihood Security covers the technological, institutional, and policy choices for building rural water supply systems that are sustainable from physical, economic, and ecological points-of-view in developing countries. While there is abundant theoretical discourse on designing village water supply schemes as multiple use systems, there is too little understanding of the type of water needs in rural households, how they vary across socio-economic and climatic settings, the extent to which these needs are met by the existing single use water supply schemes, and what mechanisms exist to take care of unmet demands. The case studies presented in the book from different agro ecological regions quantify these benefits under different agro ecological settings, also examining the economic and environmental trade-offs in maximizing benefits. This is a global survey and assessment of the structure, evolution, and performance of water institutions – administration policies and regulatory practices – in regional, national, and international settings. The coverage includes analysis and discussion of the rationale for institutional innovations, based on case study findings; specific suggestions for sustainable institutional design; and recommendations for implementing institutional reforms.
This Book includes selected papers that has been published in the Water journal Special Issue (SI) on Water Supply and Water Scarcity. Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.
Formally acknowledging water as a human right could encourage the international community and governments to enhance their efforts to satisfy basic human needs and to meet the Millennium Development Goals. But critical questions arise in relation to a right to water. What would be the benefits and content of such a right? What mechanisms would be required for its effective implementation? Should the duty be placed on governments alone, or should the responsibility also be borne by private actors? Is another 'academic debate' on this subject warranted when action is really what is necessary? Without claiming to prescribe the answers, this publication clearly and carefully sets out the competing arguments and the challenges.
The world's freshwater resources are coming under growing pressure through such environmental hazards as human waste, urbanization, industrialization, and pesticides. The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). It assesses progress in 11 challenge areas, including health, food, environment, shared water resources, cities, industry, energy, risk management, knowledge, valuing water and governance. Proposing methodologies and indicators for measuring sustainability, it lays the foundations for regular, system-wide monitoring and reporting by the UN, together with the development of standardized methodologies and data. With its comprehensive maps, glossary, references and coverage of a broad range of themes and examples of real-world river basins, the UN World Water Development Report will no doubt prove to be a most valuable reference work. The Manual highlights the human rights principles and criteria in relation to drinking water and sanitation. It explains the international legal obligations in terms of operational policies and practice that will support the progressive realisation of universal access. The Manual introduces a human rights perspective that will add value to informed decision making in the daily routine of operators, managers and regulators. It also encourages its readership to engage actively in national dialogues where the human rights to safe drinking water and sanitation are translated into national and local policies, laws and regulations. Creating such an enabling environment is, in fact, only the first step in the process towards progressive realisation. Allocation of roles and responsibilities is the next step, in an updated institutional and operational set up that helps apply a human rights lens to the process of reviewing and revising the essential functions of operators, service providers and regulators.
