The Middle East and North Africa (MENA) is a large, complex, and diverse region, which faces a wide range of economic issues. The MENA group includes Algeria, Bahrain, Cyprus, Djibouti, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, Turkey, United Arab Emirates, and Yemen. This book uses analytical tools drawn from the trade, labor, finance, and development literature to critically analyze and compare these countries' economic policies. The approach taken in this book is to focus on the economic policies and institutional arrangements which have evolved in MENA and which may serve to explain the differences in each country's economic performance. The key objective of the book is to unravel the context-specific variety of growth-promoting policies within MENA rather than focus on specific countries. This book stresses that the poor performance of Arab MENA can be chiefly explained by their aversion to a Western paradigm of market economics. In the advanced industrial countries and in Israel, “globalization” is largely viewed in economic terms — the free movement of goods, services, labor and capital across borders. In the Arab MENA, however, “globalization” is viewed in largely ideological terms and has been regarded as a new version of imperialism. Consequently, the Arab MENA region remains one of the most un-globalized regions in the world. The book serves as both a textbook and a summary of the very large literature on MENA. The Middle East and North Africa (MENA) region has been facing considerable economic challenges. Left behind by the industrial revolution, overly dependent on oil resources, and on the fringes of the globalization process, a number of MENA countries have embarked on structural reforms to overcome economic stagnation, mounting unemployment, and increasing poverty. At the same time, there is growing awareness worldwide that the knowledge revolution offers new opportunities for growth resulting from the availability of information and communication technologies and from the advent of a new form of global economic development rooted in the concept of the knowledge economy, which is based on the creation, acquisition, distribution, and use of knowledge. This book, developed from papers prepared for a World Bank sponsored conference, assesses the challenges confronting the regionA's countries and analyzes their readiness for the knowledge economy based on a set of indicators. It provides quantitative analysis to help benchmark the countries against worldwide knowledge economy trends, identifies key implementation issues, and presents relevant policy experiences. The basic policy elements that underpin a strategy to prepare for a knowledge-based economy are discussed, including: the renovation of education systems, the creation of a climate conducive to innovation, and the development of an efficient telecommunications infrastructure as the foundation of a new era. The formulation of national visions and strategies is also discussed. Examples from the region and other parts of the world illustrate the chapters. Individual countries of the Maghreb have achieved substantial progress on trade, but, as a region they remain the least integrated in the world. The share of intraregional trade is less than 5 percent of their total trade, substantially lower than in all other regional trading blocs around the world. Geopolitical considerations and restrictive economic policies have stifled regional integration. Economic policies have been guided by country-level considerations, with little attention to the region, and are not coordinated. Restrictions on trade and capital flows remain substantial and constrain regional integration for the private sector.
The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.
Over the past decade, four major developments in global economic integration have shaped trade policy and the economic performance of countries within the Middle East and North Africa region: the emergence of global supply chains, the growth of trade in services, the rise of China and India as major international trading powers, and regional integration. These developments, along with the labor and natural resource endowments of particular countries (some are resource-poor but labor-abundant, some resource-rich and labor-abundant, and some resource-rich and labor-importing), have influenced export diversification outcomes across the region. Yet these countries may not be taking full advantage of all of the opportunities the four new trends offer to them. 'Trade Competitiveness of the Middle East and North Africa: Policies for Export Diversification' examines the region's trade policy agendas and their results by focusing on the countries' response to these four key developments in international trade. As the region recovers from the global financial and economic crises, the book identifies reforms that could allow countries to further strengthen global production networks, benefit more from trade in services, better compete in external markets to face the rise of China and India, and reach the full potential of regional integration. If thoroughly implemented, especially by oil exporters, all of these reforms could help boost growth and job creation in the region.
This book surveys major economic issues in the development of countries in the Middle East and North Africa (MENA) region since World War II. It presents a framework of analysis highlighting underlying continuities in the region's approach to issues of growth, management of oil and natural resources, post-conflict environments, progress in trade liberalization and regional integration, the use of industrial policy, labor market adjustment and unemployment, educational attainment and poverty incidence. At the same time, this book focuses on emerging differences across countries in the region in the prevailing approach to addressing such challenges most notably between the economies of the Gulf Cooperation Council and other MENA countries.This book also incorporates a discussion of tools and methods used by development practitioners and briefly examines issues of aid effectiveness. The approach used is intended to appeal to a wide audience including students of economic development, political scientists and development practitioners.
