Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions. Most recommended response actions consist of environmental sampling and monitoring and other characterization studies. 74 refs., 63 figs., 50 tabs.

Investigations of Study Area 10 (Construction Debris Area) at Fort Devens, Massachusetts, have resulted in the decision that no further studies or remediation are required at this site. Study Area 10 was identified in the Federal Facilities Agreement between the U. S. Environmental Protection Agency and the U.S. Department of Defense as a potential site of contamination. Fort Devens was placed on the National Priorities List under the Comprehensive Environmental Response, Compensation and Liability Act as amended by the Superfund Amendments and Reauthorization Act on December, 21, 1989. In addition, under Public Law 101-510, the Defense Base Realignment and Closure Act of 1990, Fort Devens was selected for cessation of operations and closure. In accordance with these acts and to support the overall mission of environmental restoration and base closure, numerous studies have been conducted that address Study Areas at Fort Devens, including a Master Environmental Plan, an Enhanced Preliminary Assessment, and Site Investigation Reports.

At the direction of the U.S. Army Environmental Center (AEC), formerly the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), ABB Environmental Services, Inc. (ABB-ES) will conduct supplemental field investigations under USATHAMA Contract DAAA15-91-D-0008, Delivery Order 0004, at the Shepley's Hill Landfill and Cold Spring Brook Landfill at Fort Devens, Massachusetts. These areas were identified for investigation in the Fort Devens Master Environmental Plan (MEP) as the Group 1A sites, and are subject to a Federal Facility Agreement between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA). The Shepley's Hill Landfill contains Areas of Contamination (AOCs) 4, 5, and 18. The Cold Spring Brook Landfill contains AOC 40 (Biang, 1991). Objectives of the proposed field investigations at the Shepley's Hill and Cold Spring Brook landfills are to more clearly establish the nature and extent of contamination in groundwater, surface water, and sediments; to better define physical site characteristics in support of engineering evaluations; and to obtain data required to complete a detailed ecological risk assessment.
