The U.S. Department of Defense is currently shifting funding from future investment programs to cover urgent war needs, accepting some increase in future risk in order to reduce risk in the near term, and this tension between current and future operational priorities is likely to worsen. To effectively manage risk across possible missions and between today and tomorrow, senior Air Force leaders must make difficult decisions. This monograph seeks to provide the Air Force with a framework to structure their deliberations, connect them to supporting staff and expert inputs, and communicate their decisions to a broader audience. It describes a risk-management process that would help senior Air Force leaders to (1) focus planning on the most salient threats, (2) gain greater clarity on the risks associated with alternative courses of action across multiple futures, (3) maintain a sense of the persistent uncertainties associated with any policy choice, and (4) effectively communicate their judgments about risk to key audiences.
Risk management is especially important for military forces deployed in hostile and/or chemically contaminated environments, and on-line or rapid turn-around capabilities for assessing exposures can create viable options for preventing or minimizing incapaciting exposures or latent disease or disability in the years after the deployment. With military support for the development, testing, and validation of state-of-the-art personal and area sensors, telecommunications, and data management resources, the DOD can enhance its capabilities for meeting its novel and challenging tasks and create technologies that will find widespread civilian uses. Strategies to Protect the Health of Deployed U.S. Forces assesses currently available options and technologies for productive pre-deployment environmental surveillance, exposure surveillance during deployments, and retrospective exposure surveillance post-deployment. This report also considers some opportunities for technological and operational advancements in technology for more effective exposure surveillance and effects management options for force deployments in future years.
The national security strategy of the United Kingdom is to use all national capabilities to build Britain's prosperity, extend the country's influence in the world and strengthen security. The National Security Council ensures a strategic and co-ordinated approach across the whole of Government to the risks and opportunities the country faces. Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. Part 3 identifies and analyses the key security risks the country is likely to face in the future. The National Security Council has prioritised the risks and the current highest priority are: international terrorism; cyber attack; international military crises; and major accidents or natural hazards. Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense (DOD) must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. Therefore, managing readiness is as much about understanding the complexities of human resource management and the technical details of weapons system availability as it is about measuring the ability of U.S. forces to support the national security strategy. Policymakers, military members and command leaders, plus senior Department of Defense team staff, ROTC, military science, and human resource management students may be interested in this illustrated resource about military readiness prior to national security situation deployments. The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This anthology discusses the converging operational issues of air base defense and counterinsurgency. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.
This book examines the role of risk management in the recent financial crisis and applies lessons from there to the national security realm. It rethinks the way risk contributes to strategy, with insights relevant to practitioners and scholars in national security as well as business. Over the past few years, the concept of risk has become one of the most commonly discussed issues in national security planning. And yet the experiences of the 2007-2008 financial crisis demonstrated critical limitations in institutional efforts to control risk. The most elaborate and complex risk procedures could not cure skewed incentives, cognitive biases, groupthink, and a dozen other human factors that led companies to take excessive risk. By embracing risk management, the national security enterprise may be turning to a discipline just as it has been discredited.
