Globally, the prevalence of disability is growing, as is disability awareness. The purpose of this hearing is to talk about a very important issue. In 2013 OPWDD (NYS Office for People with Developmental Disabilities) in compliance with an executive order issued by the Governor, stopped accepting new folks into sheltered workshops. In 2020, the funding for sheltered workshops will have ceased. The goal is to create a pre-employment service to provide people with the skills to transition from a sheltered workshop setting into employment.
