The working paper is divided into two main parts. The first part is a descriptive analysis of the illicit use of biological agents by criminals and terrorists. It draws on a series of case studies documented in the second part. The case studies describe every instance identifiable in open source materials in which a perpetrator used, acquired, or threatened to use a biological agent. While the inventory of cases is clearly incomplete, it provides an empirical basis for addressing a number of important questions relating to both biocrimes and bioterrorism. This material should enable policymakers concerned with bioterrorism to make more informed decisions. In the course of this project, the author has researched over 270 alleged cases involving biological agents. This includes all incidents found in open sources that allegedly occurred during the 20th Century. While the list is certainly not complete, it provides the most comprehensive existing unclassified coverage of instances of illicit use of biological agents.
The fear of violent crime dominates Guatemala City. In the midst of unprecedented levels of postwar violence, Guatemalans struggle to fathom the myriad forces that have made life in this city so deeply insecure. Born out of histories of state terror, migration, and US deportation, maras (transnational gangs) have become the face of this new era of violence. They are brutal organizations engaged in extortion, contract killings, and the drug trade, and yet they have also become essential to the emergence of a certain kind of social order. Drawing on years of fieldwork inside prisons, police precincts, and gang-dominated neighborhoods, Anthony W. Fontes demonstrates how gang violence has become indissoluble from contemporary social imaginaries and how these gangs provide cover for a host of other criminal actors. Ethnographically rich and unflinchingly critical, Mortal Doubt illuminates the maras’ role in making and mooring collective terror in Guatemala City while tracing the ties that bind this violence to those residing in far safer environs.
As a young British officer in the Gurkha regiment, John Mackinlay served in the rainforests of North Borneo and experienced firsthand the Maoist-style insurgencies of the 1960s. Years later, as a United Nations researcher, he witnessed the chaotic deployment of international forces to Africa, the Balkans, and South Asia, and the transformation of territorial, labor-intensive uprisings into the international insurgent networks we know today. After 9/11, Mackinlay turned his eye toward the Muslim communities of Europe and institutional efforts to prevent terrorism. In particular, he investigates military expeditions to Iraq and Afghanistan and their effect on the social cohesion of European populations that include Muslims from these regions. In a world divided between rich and poor, the surest way for the "bottom billion" to gain recognition, express outrage, or improve their circumstances is through insurgency. In this book, Mackinlay explains why leaders from the wealthiest and most powerful nations have failed to understand this phenomenon. Our current bin Laden era, Mckinlay argues, must be viewed as one stage in a series of developments swept up in the momentum of a global insurgency.
