This book captures Malaysia's foreign policy over the first fifty years and beyond since the date of the country's formal independence in 1957. The author provides "macro-historical" narratives of foreign policy practices and outcomes over distinct time periods under the tenures of the five prime ministers. One chapter delves into relations with immediate neighbouring states and another chapter analyses the political economy of foreign policy. A postscript deals with the transition of foreign policy beyond the fifth decade. The concluding chapter suggests that Malaysian middlepowermanship has been in the making in foreign policy practice being particularly evident since the Mahathir years. Employing a critical-constructivist approach throughout the study, the author posits that foreign policy should be appreciated as outcomes of socio-political-economic processes embedded within a Malaysian political culture. This book proposes a new, pragmatic way of approaching economic development which features policy learning based on a comparison of international best policy practices. While the important role of government in promoting private sector development is being recognized, policy discussion often remains general without details as to what exactly to do and how to avoid common pitfalls. This book fills the gap by showing concrete policy contents, procedures, and organizations adopted in high-performing East Asian economies. Natural resources and foreign aid and investment can take a country to a certain income level, but growth stalls when given advantages are exhausted. Economies will be caught in middle income traps if growth impetus is not internally generated. Meanwhile, countries that have soared to high income introduced mindset, policies, and institutions that encouraged, or even forced, accumulation of human capital – skills, technology, and knowledge. How this can be done systematically is the main topic of policy learning. However, government should not randomly adopt what Singapore or Taiwan did in the past. A continued march to prosperity is possible only when policy makers acquire capability to formulate policy suitable for local context after studying a number of international experiences. Developing countries wanting to adopt effective industrial strategies but not knowing where to start will benefit greatly by the ideas and hands-on examples presented by the author. This book describes the Islamisation process that has unfolded in Malaysia over the last fifty years and provides feedback from in-depth interviews with 100 individuals from Malaysia’s “educated classes”, or the “elite”, regarding their reactions to the changes that have accompanied Islamisation and how they feel it has impacted them. It includes a brief overview of Islamisation globally and a brief history of Malaysia, focusing especially on those aspects relevant to the book’s subject. The book gives a comprehensive explanation of how and why Islamisation occurred in Malaysia and illustrates the extent of change that has accompanied it. The feedback from the research participants includes special analysis of reactions from Muslim women and non-Muslims. The reasons behind there being so little public debate about Islamisation and the concerns that this group of people have about what is happening is also explained. Finally, the author gives his opinion on the impact the change in government in May 2019 is likely to have.
Offering an empirical study into anti-Semitism and anti-Israel attitudes in Malaysia, this book examines the complicated nature and function of such beliefs within the contemporary context, mapping these discourses onto different ethnic and economic divisions. Based largely upon qualitative interviews with thirty Malaysian participants who detail their own experiences with and perceptions of this phenomenon, the project reveals how political actors and organizations in Malaysia achieve political success and maintain political power through investing in the Palestinian cause, simultaneously demonizing Israel and Jews to an astounding degree. However, the book also reveals how, in contrast to this state-led agenda, challenging anti-Semitism and pushing for dialogue with Israel has become a means by which progressive citizens can critique authorities and reassert their desire for a liberal and heterogenic Malaysia. The book therefore argues that both interest in and even support for Judaism and Israel may be more prominent than the official Malaysian position may suggest, with citizens holding far more complex opinions and views upon this subject matter.
