The Making of EU Foreign Policy argues that there has been a common European Union (EU) foreign policy towards six countries of Eastern Europe - Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovakia - and analyzes why the EU has agreed to the policy. The objective of the EU's policy is to support the transformation of Eastern Europe and thus ensure security and stability. The most important instrument that the EU has used to reach this objective has been the prospect of enlargement.

Sebastian Hartmann aims at answering the question whether socioeconomic policies implemented by governments are generally rather similar or whether their content actually varies with the ideological background of governments. In addition, he wants to find out whether government characteristics such as coalition or minority situations impact the degree of partisan policy-making. The author employs a new dataset of social and economic policies collected for several Western European countries. By conducting a wide range of empirical analyses and by using an innovative approach for analysing the policy output, he shows that ideology indeed matters. However, the degree of its influence is contingent upon structural characteristics of governments.

For many observers, the European Union is mired in a deep crisis. Between sluggish growth; political turmoil following a decade of austerity politics; Brexit; and the rise of Asian influence, the EU is seen as a declining power on the world stage. Columbia Law professor Anu Bradford argues the opposite in her important new book The Brussels Effect: the EU remains an influential superpower that shapes the world in its image. By promulgating regulations that shape the international business environment, elevating standards worldwide, and leading to a notable Europeanization of many important aspects of global commerce, the EU has managed to shape policy in areas such as data privacy, consumer health and safety, environmental protection, antitrust, and online hate speech. And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.

Debates about multi-level governance have led to a profound restructuring of regional and local government. The second level of local government is under review in most European countries, with the aim to strengthen the institutional capacity of municipalities or to develop appropriate institutional structures for governing fragmented urban areas. This book provides a thematic and cross-national analysis of the key actors in local government that form the crucial components of effective and democratic policy making. Focussing on the second tier of local government, it examines new empirical data on councillors from this level of government in 15 European countries and integrates important variables such as party politics, notions of democracy, finance, multi-level settings. The European Green Deal aims to make Europe the first climate-neutral continent by 2050. This is not going to be an easy journey. To be successful, the European Green Deal will have to foster major shifts in the European industrial structure, including transitions from fossil fuels to renewable energy and from combustion engine cars to electric cars. Shifting economies from brown to green would be a major, historic socio-economic transformation. In this context of broad, paradigmatic, change for European industry, a 'green industrial policy' will be fundamental to Europe's climate change ambitions. But what is green industrial policy? What market failures must it address? Unlike traditional industrial policy, green industrial policy must be directed to twin goals of climate protection and social welfare. Green industrial policy initiatives in the European Union so far, however, have been piecemeal and fragmented. This Blueprint examines how past mistakes can be avoided and how the EU can develop a coherent green industrial policy that will serve the goals of the European Green Deal.
