Compared to toll-roads in developed countries, use of a toll for road financing is relatively new in Indonesia. This kind of road pricing system was chosen by the government in order to fulfil the inadequate existing transportation facilities in this developing country. Accordingly, in the early 90's, the development of toll-roads in Indonesia has already left its introductory stage. PT Jasa Marga, a state owned company, which is authorised to operate toll-roads in Indonesia is encouraging the private sector to participate in many toll-road projects. Accordingly, the financial figure is one of the major items to be considered in a privatization project. This paper will examine the maintenance and operation expenditure on toll-roads in Indonesia by different cost factors (e.g. length, number of toll booths), different toll road for different prices indices and where the toll road is built (Jakarta, outside Jakarta). By considering some relevant comparisons, this paper will show some unit-cost factors in operating toll roads. For the covering abstract of this conference see IRRD number 872978.

This thesis presents an economic analysis for a proposed toll road which is to separate different types of traffic such as pedestrians, slow speed vehicles and high speed motor vehicles, and to divert through traffic from the local roads. The use of a toll road usually provides significant savings in vehicle running costs, travel time costs, accident costs, and reduces driving strains and annoyances. A four-lane highway with a total length of 18.64 miles was designed as a 60 mph speed facility to divert through traffic. To find the lowest toll rates which will provide sufficient revenues to cover the construction costs, maintenance costs and operating costs of this toll road, and which will maximize the usage of the facility, it is necessary to determine the appropriate demand and the average variable cost (price-volume) functions, in addition to facility costs (construction costs). These cost functions and demand functions were linearized for use in a linear program. For these illustrative cost and demand data, the toll pricing problem was programmed, using a linear programming (LP) formulation, and run on an electric computer. It was found that it would be feasible to construct this proposed toll road in the future and develop adequate usage and retain reasonable toll rates.

This paper estimates the local welfare impacts of road maintenance investments. We instrument road quality exploiting Indonesia's two-step budgeting process for allocating funding to local road authorities. Using comprehensive data on road quality from 1990-2007, we find that better roads help manufacturers create new jobs, enabling worker transitions out of informal employment, and increasing wages. In terms of cost of living, road quality reduces perishable food prices but also raises housing prices. We estimate the elasticity of household welfare with respect to road quality to be 0.16 and the benefit/cost ratio for road maintenance investments to be 2.8.
