This edited volume focuses on disentangling the interplay of local peacebuilding processes and international policy, via comparative theoretical and empirical work on the question of legitimacy and authority.
Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, ‘the local’ is rarely a key factor in peacebuilding, hence ‘everyday peace’ is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, ‘the local’, and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. This is a unique volume, tackling the ‘local turn’ of peacebuilding in a comprehensive and critical way. This book was published as a special issue of Third World Quarterly.

This book examines how the liberal peace experiment of the post-Cold War environment has failed to connect with its target populations, which have instead set about transforming it according to their own local requirements. Liberal peacebuilding has caused a range of unintended consequences. These emerge from the liberal peaceâe(tm)s internal contradictions, from its claim to offer a universal normative and epistemological basis for peace, and to offer a technology and process which can be applied to achieve it. When viewed from a range of contextual and local perspectives, these top-down and distant processes often appear to represent power rather than humanitarianism or emancipation. Yet, the liberal peace also offers a civil peace and emancipation. These tensions enable a range of hitherto little understood local and contextual peacebuilding agencies to emerge, which renegotiate both the local context and the liberal peace framework, leading to a local-liberal hybrid form of peace. This might be called a post-liberal peace. Such processes are examined in this book in a range of different cases of peacebuilding and statebuilding since the end of the Cold War. This book will be of interest to students of peacebuilding, peacekeeping, peace and conflict studies, international organisations and IR/Security Studies.

In International Intervention and the Problem of Legitimacy Andrew C. Gilbert argues for an ethnographic analysis of international intervention as a series of encounters, focusing on the relations of difference and inequality, and the question of legitimacy that permeate such encounters. He discusses the transformations that happen in everyday engagements between intervention agents and their target populations, and also identifies key instabilities that emerge out of such engagements. Gilbert highlights the struggles, entanglements and inter-dependencies between and among foreign agents, and the people of Bosnia-Herzegovina that channel and shape intervention and how it unfolds. Drawing upon nearly two years of fieldwork studying in postwar Bosnia and Herzegovina, Gilbert's probing analysis identifies previously overlooked sites, processes, and effects of international intervention, and suggests new comparative opportunities for the study of transnational action that seeks to save and secure human lives and improve the human condition. This volume calls for an empirical extension of the “local turn” within peace research. Building on insights from conflict transformation, gender studies, critical International Relations and Anthropology, the contributions critique existing peace research methods as affirming unequal power, marginalizing local communities, and stripping the peace kept of substantive agency and voice. By incorporating scholars from these various fields the volume pushes for more locally grounded, ethnographic and potentially participatory approaches. While recognizing that any Ethnographic Peace Research (EPR) agenda must incorporate a variety of methodologies, the volume nonetheless paves a clear path for the much needed empirical turn within the local turn literature.
The end of the Cold War created an opportunity for the United Nations to reconceptualize the rationale and extent of its peacebuilding efforts, and in the 1990s, democracy and good governance became legitimizing concepts for an expansion of UN activities. The United Nations sought not only to democratize disorderly states but also to take responsibility for protecting people around the world from a range of dangers, including poverty, disease, natural disasters, and gross violations of human rights. National sovereignty came to be considered less an entitlement enforced by international law than a privilege based on states’ satisfactory performance of their perceived obligations. In Governing Disorder, Laura Zanotti combines her firsthand experience of UN peacebuilding operations with the insights of Michel Foucault to examine the genealogy of post–Cold War discourses promoting international security. Zanotti also maps the changes in legitimizing principles for intervention, explores the specific techniques of governance deployed in UN operations, and identifies the forms of resistance these operations encounter from local populations and the (often unintended) political consequences they produce.
