C'est une opportunité à saisir par les pays africains. Ce qui est loin d'ètre le cas. Les raisons sont multiples et les responsabilités partagées. Outre le manque d'engagement des politiques au profit d'un secteur laissé en ostracisme, il y a aussi la quasi-indifférence des acteurs des médias. Nous pensons que l'ingénierie culturelle peut corriger ces manquements grâce aux solutions optimales qu'elle propose, en matière d'élaboration, de financement de projets culturels. Les émissions culturelles sont des projets, elles doivent ètre réalisées avec la mème rigueur de gestion de projet. C'est ce qui justifie le recours à l'ingénierie culturelle.
