Americans have adopted a reform agenda for their schools that calls for excellence in teaching and learning. During the 1980s, public attention to the quality of education has increased policymakers' concern about the quality of teachers. Although it is relatively easy to assess basic skills and academic knowledge, evaluating teaching skills is far more complex and less well understood. This report presents a new approach to appraising teacher performance.
