This report describes steps the U.S. Air Force can take to help ensure that it has the capability needed to provide intelligence analysis support to a broad range of service and combatant commander needs, including support to ongoing irregular warfare operations, and to conventional warfare with a near-peer competitor.
This book documents the political ecosystem that legitimized violent military action against military-age males in US military operations after September 11, 2001. It first introduces the military-age male as a category used to identify insurgent combatants who have blended into civilian environments. Though US officials maintained that military-age males were not automatically assumed to be combatants, defense and intelligence professionals nevertheless used biases related to gender, age, religion and race to interpret the battlespace. Based on an analysis of the Obama administration’s decision to exclude adolescent boys and men from drone warfare’s collateral damage count, and an examination of similar problems with combatant identification under the Bush administration, the author argues that the military-age male category contributed to the deterioration of civilian protection. The concluding chapters discusses the link between counterinsurgency, drone warfare, and emerging trends in artificial intelligence and autonomy in weapons systems, highlighting the relation between algorithmic discrimination and the misidentification of civilians as combatants.

This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.

Advances in Artificial Intelligence (AI) technology have opened up new markets and new opportunities for progress in critical areas such as health, education, energy, and the environment. In recent years, machines have surpassed humans in the performance of certain specific tasks, such as some aspects of image recognition. Experts forecast that rapid progress in the field of specialized artificial intelligence will continue. Although it is very unlikely that machines will exhibit broadly-applicable intelligence comparable to or exceeding that of humans in the next 20 years, it is to be expected that machines will reach and exceed human performance on more and more tasks. As a contribution toward preparing the United States for a future in which AI plays a growing role, this report surveys the current state of AI, its existing and potential applications, and the questions that are raised for society and public policy by progress in AI. The report also makes recommendations for specific further actions by Federal agencies and other actors.
Leadership is a daunting subject for most developing leaders, but eventually all followers will be called upon to lead. Where do we start? What model or theory do we utilize? The choices become overwhelming for anyone attempting online searches. Everywhere you look are leadership books, programs, degrees, workshops, seminars, boot camps, and even mobile apps! Many organizations at Air University are utilizing the full range of leadership approach. Initially introduced by James MacGregor Burns in 1978 and Bernard Bass in1985, these transformational and transactional leadership styles have sustained nearly four decades. Through (1) idealized transformational leader behaviors, one may raise the levels of his or her ethical and moral values while committing to "doing the right thing" for himself or herself and his or her followers: (2) by using inspirational motivation, leaders learn to articulate a vision to energize followers to accomplish more than they ever thought possible; (3) by intellectually stimulating followers, leaders will challenge followers to create and innovate as they reframe problems with renewed visions; and by providing individualized consideration, leaders may learn to incorporate each member's distinct gifts and talents as individual contributors to the organizational team. These transformational behaviors can offer connections to reaching (4) authentic transformational leadership by incorporating not only ethics and values but also, according to John Sosik, virtues and character strengths to refine one's leadership acumen, ameliorating leader-follower dynamics
