Legal Pathways to Deep Decarbonization in the United States provides a "legal playbook" for deep decarbonization in the United States, identifying well over 1,000 legal options for enabling the United States to address one of the greatest problems facing this country and the rest of humanity. The book is based on two reports by the Deep Decarbonization Pathways Project (DDPP) that explain technical and policy pathways for reducing U.S. greenhouse gas emissions by at least 80% from 1990 levels by 2050. This 80x50 target and similarly aggressive carbon abatement goals are often referred to as deep decarbonization, distinguished because it requires systemic changes to the energy economy. Legal Pathways explains the DDPP reports and then addresses in detail 35 different topics in as many chapters. This paper will focus on both the federal prohibition on marijuana as well as state legalization efforts, to better understand the future of marijuana legalization in the United States. As society’s attitudes are changing towards marijuana in the U.S., the federal government continues to create barriers for people who use cannabis, many who need it for medical purposes. And even though marijuana remains listed as a Schedule I narcotic, the next wave of legalization efforts seems promising as more states continue to legalize access and production and public support has surpassed 60%, nationally. The legalization of marijuana also has a large number of proponents and advocates in favor of legalization to turn illegal markets into legal markets. While the nation has moved forward significantly from the war on drugs decades earlier, it still has a long way to go, specifically when it comes to medical marijuana and its interactions with Federalism. Marijuana reform is a popular solution and one to look towards as marijuana legalization efforts continue to blossom throughout the United States.
Canada has become the first G7 country to legalize cannabis, and the world is watching. Significant changes have taken place in the policy landscape surrounding cannabis legalization, production, and use. During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk.
